2.  The Philippine Ports Authority (PPA) is a government- owned and controlled corporation attached to the Department of Transportation and Communications (DOTC) for policy and program coordination.  PPA is mandated to establish, develop, regulate, manage and operate a rationalized national port system in support of trade and national development. 12.  PPA Port Statistics show the generally increasing trend in cargo, vessel and passenger traffic during the period 1993-2007.  Total Cargo Throughput for 2007 is 163.25 Million Metric Tons; 91.19 Million from Foreign and 72.05 Million from Domestic Trade.
