NRS and MABLE Changes July 1, 2012

3 new data fields for students Highest Credential Achieved Education Location – U.S. or non U.S. Diploma at Entry? This data is required and must be added to the records of all students who are attending on or after July 1, 2012

3 new student status measures Dislocated worker Displaced Homemaker Low Income We were already collecting Single Parent with Dependents and Learning Disabled Adult These measures are reported on Table 6

Updates to existing student data Employment status must be updated annually – Cohorts are based on status at entry to the program year – If changes are not made, last selected status from prior year will be used – Not necessary to update status more than once a year. We use data matching to determine who is employed in the pertinent quarter.

Other changes New Intake Form Fields on Core Data page have been rearranged to match intake form more closely Contact page has place for email of emergency contact as well as regular contact. Referral page has addition to dropdown list – Web Site or Internet

Let’s look at examples Note: this is the Mable test environment and will not match your actual data Student data has been altered to make it more secure

Cohort Descriptions

2 types of cohort Potential cohort: list of students who meet all the criteria for the cohort except having a separation date. This is a moving target; impossible to create a definitive list. Actual cohort: list of students who meet all the criteria for the cohort including having a separation date.

Enter postsecondary education or training: Cohort consists of all students who had a high school diploma at entry to the program or who earned a GED either prior to entry or during the program year, or who are enrolled in a class specifically designed for transitioning to community college, and who exit by the end of the program year.

Bridge class If your program has a class that is specifically designed to transition students to community college, please edit the name of the class to have BR at the beginning. Students who are participating in a bridge class will be included in the Post secondary cohort. Not all programs will have Bridge classes

Get a GED Cohort consists of all students who have taken all 5 GED tests by the end of the program year and who exit by the end of the program year.

Enter employment Cohort consists of all students with an employment status of unemployed at the beginning of the program year and who exit by the end of the program year.

Retain employment Cohort consists of all students with an employment status of employed at the beginning of the program year who exit by the end of the program year. AND… All students with an employment status of unemployed at the beginning of the program year and who exit by the end of the program year, and who get a job by the end of the first quarter after exit.

Changes to Table 5 No longer counts number of students who have selected a particular goal Postsecondary data match done for two years on each cohort. – Student has until June 30 of the program year following the exit year (PY) to enroll in postsecondary and be counted as a completer

Old Table 5 Core Follow-up Outcome Measures Number of Students with Main or Secondary Goal Number of Participants Included in Survey Sample Number of Participants Responding to Survey or Used for Data Matching Response Rate or Percent Available for Match Number of Participants Achieving Outcome Percent Achieving Outcome (A)(B)(C)(D)(E)(F) (G) Entered Employment* Student selected goals Not used in MT # with SSN waiver D/BFrom data match F/B Retained Employment** Obtained a GED or Secondary School Diploma*** Entered Postsecondary Education or Training –****

New Table 5 Core Follow-up Outcome Measures Number of Participants in Cohort Number of Participants Used for Representative Cohort Number of Participants Responding to Survey or Available for Data Matching Response Rate or Percent Available for Match Number of Participants Achieving Outcome (Unweighted) Number of Participants Achieving Outcome (Weighted) Percent Achieving Outcome (Weighted) (A)(B)(C)(D)(E)(F) (G)(H) Entered Employment* # who meet criteria for measure Only in survey states # with SSN waiver D/BFrom data match Retained Employment** Obtained a GED or Secondary School Diploma*** Entered Postsecondary Education or Training – current program year**** Entered Postsecondary Education or Training – prior program year****

Student Goal Setting THE GOAL SELECTION PORTION OF MABLE WILL NOT CHANGE, the only difference is that the NRS is no longer asking us to report student-selected goals on Table 5 Goal setting is still an important part of the process in aligning instruction to student needs

Students and cohorts Students need to know what cohorts they will be included in should they exit by the end of the year They should be aware of the next steps expected for their particular situation You should be pushing them to achieve that next step

Changes to Personnel Collection New data needed for Table 7

More Personnel Data Detail Employment Status Years of Adult Ed Experience Educator Credentials Note: There are some issues with the existing Personnel data matching up with our new requirements – we will be working with programs to clean it up over the next few months.

Assign Instructor to Class Remember that every class must have an instructor assigned to it. If one person quits, you should end date his/her class and create a new class record for the new instructor of that class. Otherwise, historical data will show the new teacher’s name wherever the original class is listed.

Professional Development Now collected in Mable but not reported to NRS Replaces spreadsheet that has been used for past couple of years Site Admins and Instructors will have access to enter/edit data Will be used at the state level and by the teacher standards committee

Back to Mable for demo

WHEN?? The plan is to move these changes into Production Thursday morning and test it before letting programs log in. Margaret has posted a Director’s message notifying the field. You should not log into Mable on Thursday until you receive a notice from Carol that it is ready to go.

Next steps Update Tables 5, 6 & 7 to align with new requirements Add ‘State of Issue’ field to Personnel Data page for tracking credentials Update User Manual Create reports – List of potential cohort members – created but need data in Mable before we can test it – List of students with missing data elements

More Reports Personnel – Spreadsheet listing personnel data – Professional development lists By person By type of training By date range

Questions?? Please type questions in the Chat box. If you have a microphone and would like to speak, please raise your hand.
