3 2 Philippine Donor Coordination National TB Program (NTP) of the Philippines implemented by the Department of Health Two mechanisms to ensure donor coordination:  Project Assistance to Control TB (PACT)  Country Coordinating Mechanism (CCM)

4 3 Project Assistance to Control TB (PACT)  A collaborative mechanism for TB control related to D.O.T.S. strategy in the public sector  Mechanism to: systematize info exchange between int’l. partners & Gov’t. harmonize plans & inputs of various TB projects Facilitate decisions on cross-cutting issues

5 4 Project Assistance to Control TB (PACT)  Creation is embodied under DOH Order No. 396 s. 2004  Chaired by DOH with members from other DOH offices, NEDA and international donors  Meetings are held at least every two months

6 5 Country Coordinating Mechanism (CCM)  Collaborative mechanism for TB, malaria and AIDS; implements GFATM  Developed from the National Infectious Disease Advisory Council (NIDAC)  NIDAC transformed to CCM under GFATM with ff. composition: Chair – DOH;Vice Chair – fr. Private Sector Other Gov’t. Agencies; NGOs & Comm.-based Org.; UN/Multilateral, Bilateral Agencies; Academe; Public-Private Collaborations

7 6 Country Coordinating Mechanism (CCM)  On its developing stage for public- private collaboration  Under GFATM, the Public-Private Mix (PPM) implementation of DOTS strategy is major component of the NTP  Responsible for PPM -DOTS

8 7 Sustainable Financing  Access to DOTS services through the Phil. Health Insurance Corporation or Philhealth which issued: Circular No. 17 s. 2003 – Accreditation of DOTS Facilities Circular No. 19 s. 2003 – Philhealth Outpatient Anti-TB / DOTS Benefit Package  Pays PhP4,000.00 per case to accredited DOTS facility  Includes service for diagnostic work-up, consultation services and anti-TB drugs

9 8 Sustainable Financing  Securing Drug Supplies till 2006 Global Drug Facility (GDF) International grant of US$1.5 M for years 2003 to 2005  expected to benefit 140,000 TB cases Global Fund for AIDS, Malaria and TB (GFATM) NTP to acquire drugs for years 2005 to 2006  to benefit 100,000 cases World Bank’s SEMP 2 Procurement of anti-TB drugs through GDF  to benefit: 2004 - 150,000 cases 2005 - 150,000 cases 2006 - 150,000 cases - to be procured in April 2004

10 9 Sustainable Financing  In the Pipeline: Proposed Health Sector Reform Project (HSRP) Objectives: Improve access to quality health care Enhance DOH and Philhealth capacity to support local government units in project implementation  May be proposed by Phil. Gov’t. for inclusion in the 2006 WB lending program
