3 JASPERS Action Plan 2006 Steps MRD was asked by the DG Regio to prepare AP 2006 by Mr. Ronald Hall´s letter (DG Regio) of December 23rd, 2005 MRD contacted both MoE and MoT to fulfill the project fiches MRD sends after former discussions the modificated actual Jaspers AP 2006 proposed by the MoT by its letter of February 6th, 2006 to Mr. R. Hall, DG Regio MRD sends the Jaspers Action Plans 2006 proposed by the MoT and MoE by its letter of March 3rd, 2006 to Mr. R. Hall, DG Regio Draft of JASPERS AP 2006 sent by Mr. P. Walsh and E. de la Guardía on April 11th, 2006 to MRD JASPERS Action Plan 2006 last final drafts sent by MRD on April 28th and on May 2nd, 2006 Working Arrangements for JASPERS intervention in the Czech Republic together with Action Plan 2006 were sent by Mr. P. Walsh and Mr. E. de la Guardía, Jaspers to MRD on June 30th, 2006 with request for confirmation; they were signed by MRD on July 4th, 2006)

5 JASPERS Action Plan 2006 Projects proposed by the Ministry of Environment and confirmed by the representatives of JASPERS representatives for the help from Jaspers Initiative (specified in Action Plan in the form of project fiches with detail description of the project) Recultivation of the Area – Ecological Burden – after Uranium Ore Process – Blata Region Central Prague Water Treatment Plant in Prague Reserve projects: none

6 New Jaspers Action Plan Projects for 2007 indicated in draft of Jaspers AP of October 2006 (Transport and Environment Sectors) Aircon – Railway Connection of the Prague Airport with the City Prague Metro Enlargement Project of Kladno Region (According to the up-to date information from MoE the help from JASPERS will not be asked for this project)

7 Concrete Jaspers´s help for the Czech projects Transport The Assesment of Feasibility Studies of the 3rd and 4th Czech National Railway Corridor (i.e. in fact two projects which asked for the Jaspers´s help). First working assesment meeting with participation of Mr. Richards was held in December 2006 in Pilsen, next one is proposed for February 2nd, 2007 in Prague) Environment Negotiation concerning Prague Central Water Treatment Plant was held on July 31st, 2006 in Prague with participation of EIB. The mutual exchange of demands and the possibilities to cover them were negotiated and sending of all copies of correspondence to MRD was promised. Why is the help for this project nearly non-effective till now? Blata Region Recultivation. Concrete steps made in mutual information. Possibility of rapid progress in near future.

8 How to improve the co-operation of JASPERS Initiative and the Czech Side in future? What to do with the remaining projects in which no-progress have been made till now? Will the each of the projects asking for the expert help receive its own specialist from Jaspers? Why is solved so little projects only? Where is the problem? Is the Czech side really and in time providing all the documents asked by Jaspers? Has Jaspers capacity enough to cover all the Czech projects?

9 JASPERS Managing Structure Task Manager He is responsible for delivery of projects outputs in an agreed form. Responsible for working contacts with the beneficiary entity. He is working under relevant Sector Manager EBRD will supply the Task Manager for certain activities (Mr. Gerry Muscat, based in EBRD in Warszav, coordinates the EBRD´s input in close cooperation with bellow mentioned EIB – JASPES colleagues. Sector Manager -for Environment and Energy (Mr. Eckart Tronnier) -for Transport (Mr. Stephen Richards) He is responsible for managing JASPERS support to individual projects and horizontal tasks. He nominates and manages the Task Manager for each project. Country Manager Initial point of contact for issues concerning nomination scope and JASPERS portfolio. He is the first point of contact for general issues covering the relationship between JASPERS and the Czech Republic to include preparation of AP and administrative issues. The relevant person is Mr. Mark PEVSNER, Relationship manager for the Northern Region. Head of Jaspers The named Sector Managers and Country Manager report to Mr. Patrick Walsh, Head of JASPERS. Coordinator for JASPERS on behalf of DG REGIO: Mr. Brendan Smyth

10 Cooperation between the JASPERS and the Czech Subjects Action Plans in beneficiary countries are approved/countersigned after its sending from JASPERS by the National Managing Authorities (as MRD was informed and designated by Mr. P. Walsh information of June 29th, 2006). From this reason and according to the JASPERS demand the MRD signed proposed Action Plan JASPERS Managing Agent The Ministry for Regional Development is the JASPERS Managing Agent and Jaspers will undertake initial contacts through medium of it (the information of October 31st, 2006 granted by letter of Mr. Patrick Walsh and Mr. Mark Pevsner) The role of other line Ministries These ministries sponsoring certain beneficiaries may also need to be involved, mainly at early or late stages in the assistance, to ensure that the assistance provided meets the wider needs of the beneficiary country.
