3 www.cornwall.gov.uk Aim Protect the whole library/One Stop Shop service in Cornwall whilst meeting the budget savings(£1.8million)

9 www.cornwall.gov.uk Power of General Competence An alternative approach would to set up a new local voluntary organisation to ‘host’ services. It is possible to set up either a Community Interest Company (CIC) or Charitable Incorporated Organisation (CIO) with Town or Parish support to operate services. There are many examples of voluntary organisations operating local services within Cornwall, e.g. Saltash Gateway CIC runs a number of services and is in the process of agreeing to take on a new building through Cornwall Council’s devolution process.
