2 Targeted Brownfields Assessments A study to determine what types of contaminants exist at the site Available to public or non-profit entities, including tribes Environmental consultants already under contract with EPA Valued at approximately $50,000

3 Who is eligible? State and local governments Tribal governments Community development organizations Non-profit organizations

4 Selection Criteria Concrete plans for redevelopment Public need and benefit Strong municipal/governmental commitment Mechanisms available for cleanup

5 Selection Criteria (cont.) The site should be publicly owned However, if the site is privately owned: –Did the owner cause the contamination? –Is the owner unwilling or unable to conduct the assessment? –What cost-sharing mechanisms are available to the assessment? Provision of in-kind services Reduction of purchase price Commitment to contribute towards site clean up

6 Restrictions: Similar to other Brownfields projects Can not be part of an NPL site Can not be a Federal Facility

7 Selection Process Requester submits an application EPA committee reviews and evaluates the request based on the criteria Approves, disapproves or sometimes partially approves the request (e.g., if TBAs are requested at more than one site, EPA may only agree to conduct TBAs at some sites but not all)

8 TBAs include: Phase I Assessment Phase II Assessment Cleanup Options & Cost Estimates A TBA can include one or all of these depending on the request

9 Customized TBA reports are customized to meet the Stakeholders’ needs Future uses of properties Stakeholder’s are involved throughout the process –Scoping –Review of Sampling Plans –Selection of cleanup levels

10 Types of Projects that have been supported by TBA program Low income housing Commercial/retail Health Center Parks/Habitat restoration Bike trails/athletic fields Colleges/Universities
