2 2 Training Objectives 1. Increase the Department of Human Services (DHS) Child Protective Services (CPS) staff and Early On providers knowledge of the process of referral through eligibility of substantiated victims birth to three for potential Early On services.

3 3 Training Objectives 2. Increase knowledge of dual legislations for referring children birth to three who are victims of abuse and neglect in a Category I or II CPS case. 3. Enhance understanding and communication between local Early On providers and DHS CPS staff concerning Early On eligibility and services.

7 7 Process from DHS Referral Through Early On Eligibility Determination DHS Process 1. Complaint of abuse/neglect received 2. Investigation 3. DHS refers child to Early On 4. Follow up with services Early On Process 1. Early On receives referral 2. Early On obtains Consent to Evaluate 3. Eligibility Determination occurs 4. Family agrees to participate in Early On

8 8 Service Worker Support System (SWSS) Process 1. CPS must refer all 0-3 year old victims in Category I or II cases of abuse/neglect to Part C of IDEA. 2. Mandatory referral will be made through the DHS child protective services data system (SWSS). This is a pop up screen at disposition.

9 9 SWSS Process cont. 3. An automatic e-mail to the state level DHS referral coordinator is generated to obtain state level data collection for federal reporting. 4. The referral is reviewed for complete information and forwarded to the local referral coordinator for Early On. 5. A referral may be made prior to disposition if needed.

13 13 Small Group Activity 1. Divide into small groups of both DHS staff and Early On staff. 2. Review a sample referral and record any problems the referral would present for your agency and why. 3. After discussing the referral, use the family story handout for information on the rest of the story. 4. Record any issues and possible solutions based on family information provided in family story handout. 5. Utilize the flow chart/decision tree for guidance.

14 14 Small Group Activity 6. Revise the original referral based on all the information the group has, if needed. 7. Record changes to the referral. 8. Identify next steps for each agency.
