4 4 Definitions Category I is defined as a case of child abuse and neglect that the Department of Human Services (DHS), Children’s Protective Services (CPS) has found to be substantiated for abuse and neglect requiring court involvement. The CANS focuses on physical, educational, and mental health needs. 16 16 DHS Roles The assessment cues in CANS are much simpler for the worker.
