5 4 CBA Inception Workshop 4 Community-Based Adaptation Climate change is global, but impacts are regional and local Impacts will affect different communities differently based on their specific circumstances …so, solutions must be locally specific CBA is community-driven CBA is the grass-roots component of climate change adaptation CBA will respond to locally specific needs, and develop lessons for global and national stakeholders to further adaptation practice

6 Part II: Overview of the CBA project

7 6 CBA Inception Workshop 6 Key Characteristics GEF SPA PROJECT Portfolio of 8-20 projects per country Same size as regular SGP projects (up to $50,000) Executed through similar structures as SGP focal area projects CBA will a separate portfolio, nested within SGP country programmes CBA programme period will be 5 years 2008 through 2012 Projects will deliver adaptation benefits, as well as global environmental benefits in a GEF focal area

8 7 CBA Inception Workshop 7 The CBA is a global programme, with pilot countries selected to represent a variety of ecosystems and climate impacts The CBA will be implemented in 10 countries: Bangladesh Bolivia Guatemala Jamaica Kazakhstan Morocco Niger Namibia Samoa Viet Nam

10 9 CBA Inception Workshop 9 The SPA is focused on ecosystem resilience The CBA is funded by the GEF Strategic Priority on Adaptation SPA funding is intended to fund the subset of adaptation activities that also generate global environmental benefits / make global environmental benefits resilient to climate change.

11 10 CBA Inception Workshop 10 CBA Projects and the SPA Community-Driven Development Priorities GEB Climate Change Adaptation Priorities CBA  CBA Projects will be community-driven, addressing local development priorities  Like normal SGP projects, CBA projects will be selected in regions where community development priorities and global environmental objectives overlap…  …and where communities are vulnerable to climate change including variability…  The CBA will operate where GEB and adaptation priorities overlap

12 11 CBA Inception Workshop 11 GEB and Climate Resilience Projects may support adaptation interventions that generate GEB in a GEF focal area as part of an adaptation intervention –So long as those GEB are resilient to climate change Projects may support an adaptation intervention that will increase the resilience of GEBs in a GEF focal area (BD, LD, etc) –Provided that the GEB in question is threatened by an impact stemming from climate change

13 12 CBA Inception Workshop 12 CBA Project Goal and Objective Objective: “To enhance the capacity of communities in the pilot countries to adapt to climate change including variability in the focal areas in which the GEF works” Outcome 1: Adaptive capacity of communities is enhanced through projects that allow communities to reduce their vulnerability to impacts of future climate change hazards Outcome 2: National policies and programmes are adopted to promote replication of best practices derived from CBA projects Outcome 3: Lessons learned from the CBA programme are leveraged, leading to innovation in adapting to climate change including variability

14 13 CBA Inception Workshop 13 Outcome 1 focuses on the development of CBA programmes in the ten pilot countries Outcome 1: Adaptive capacity of communities is enhanced through projects that allow communities to reduce their vulnerability to impacts of future climate change hazards Output 1.1: Development of a CBA Country Programme Strategy Output 1.2: NGOs/CBOs with capacity to design and support implementation of CBA projects Output 1.3: Development of a portfolio of CBA projects

15 14 CBA Inception Workshop 14 Outcome 2 focuses on using lessons from CBA best practices to inform national policy Outcome 2: National policies and programmes are adopted to promote replication of best practices derived from CBA projects Output 2.1: Legislation, policies, or programmes altered based on lessons learned from CBA projects in each country Output 2.2: Lessons from community-based adaptation compiled and disseminated to national stakeholders

16 15 CBA Inception Workshop 15 Outcome 3 focuses on promoting CBA best practice globally Outcome 3: Lessons learned from the CBA programme are leveraged, leading to innovation in adapting to climate change including variability Output 3.1: Best practices and lessons disseminated beyond CBA countries Output 3.2: Guidance documents for GEF and others on CBA programming and project support produced Output 3.3: Website & global database of CBA projects completed

17 16 CBA Inception Workshop 16 CBA country programmes should be focused for maximum impact and lesson learning CBA projects will choose one or two regions to focus on, and choose one or two sectors/adaptation thematic areas on which to concentrate. Projects will not be identical, but will be complimentary. This will lead to coherent lessons and effective policy impact. These choices will be made in consultation with a wide range of stakeholders, as part of the development of the CBA Country programme strategy

18 17 CBA Inception Workshop 17 CBA projects will be developed using mechanisms similar to SGP projects CBA projects, like SGP projects, will have: Project concepts Planning grants (<$2,000) Planning grants will support detailed baseline and M&E Full proposals Similar scale (<$50,000) Projects will be screened & recommended through the NSC (NCC), with oversight from UNDP HQ and the GEF Project progress reporting requirements, and final reporting requirements Be entered into the SGP database Unlike regular SGP projects, CBA projects will: Measure adaptive capacity AND global environmental benefits Be guided by a CBA-specific country programme strategy
