2 Expressed Powers Powers directly stated in the Constitution E Includes powers to collect taxes, coin money, etc.

3 Implied Powers Powers that the national government requires to carry out the powers expressly defined in Constitution. C Power to draft people is implied under power to raise an army.

4 Inherent Powers Powers that the national government may exercise simply because it is a government. A National government controls immigration even though these powers are not in Constitution.

5 Elastic Clause Allows the powers of Congress to stretch D “Congress shall have power… to make Laws which shall be necessary and proper for carrying into Execution the Foregoing powers vested… in the Government of the United States….” Article 1, Section 8
