3 SEE Conditions What are the social, economic and environmental conditions that your project will address? What are your hypotheses concerning how these conditions will change as a result of your research (in the long run – 15 to 20 years)? What are the indicators that you will measure these changes against?

4 Concise Problem Statement: Food security in the Caribbean is already threatened by multiple stressors such as extreme weather events, loss of preferential trade markets and inadequate agri-food infrastructure, and food systems in the region have limited capacity to adapt to additional stresses stemming from Global Environmental Change (GEC). 5 Objectives and Practices Objectives are the intermediate development goals that the project will address. The practices are the specific ones that we hope project beneficiaries will do differently as the result of the four year project. Impacts are indicators of the consequences of the changed practices.

6 Objective 1: Improve national policy formulation for food security and environmental management of selected rural food systems in Guyana, Haiti and Jamaica. Practices (what should stakeholders do differently?) Impacts (consequence of changed practice)  Identify and include institutional responsibilities when formulating integrated rural & agricultural development decision making  Use Vulnerability Assessments (VA) in development & application of rural and agricultural policy  Use integrated food systems analysis to design food and environmental policies.  Use Decision Support Systems (DSS) to aid communications amongst policy agencies and research community  Institutional accountability improved  Vulnerable populations and sectors better accounted for in policies.  Better policy decisions made and implemented  Better communications between government departments and agencies dealing with Food Security and Environmental management

7 Objective 2: Reduce the vulnerability of food systems in Guyana, Haiti, and Jamaica to GEC Practices (what should stakeholders do differently?) Impacts (consequence of changed practice)  Include GEC issues in discussions of food and environmental policy  Formulate policy based on scenario analyses  Formulate policies to enable/ support adaptation options designed to reduce the impacts of GEC on food systems.  Give more importance to environmental considerations when choosing among adaptation options that meet socio-economic goals.  Raised awareness within policy community of the significance of GEC interactions with food security and rural development.  Flexible policy options available for decision-makers.  Enabling policy environment for design and implementation of technical and institutional adaptations to GEC  Better analysis of tradeoffs among socio-economic and environmental goals

8 Objective 3: Improve policy formulation by regional institutions to enable and enhance national strategies for reducing the vulnerability of national food systems to GEC. Practices (what should stakeholders do differently?) Impacts (consequence of changed practice)  Identify and evaluate the varying interactions of GEC with national food systems across the region  Include evaluation of the effectiveness of regional economic and environmental policy on reducing the vulnerability of food systems to GEC at national level when setting regional policy.  Improve communication within development agencies and with the research community about GEC implications for food systems across the region  Regional policy accommodates variation among nations in both exposure to GEC and capacity to cope with impacts  Engenders cohesiveness within the region and identifies those policies more likely to acceptable at national level  Policy decisions are better coordinated and are based upon best available evidence about the interactions of GEC with food security and rural development.

11 Stakeholders SANREM views identification and involvement of all stakeholders as crucial to project planning and implementation. GECAFS has been working with stakeholders for last two years. Important to have stakeholder views and priorities expressed in the objectives and research strategies.

12 Research strategies Develop specific goals, objectives and methodologies. Be sure to identify indicators and measurement techniques to show achievement of research objectives.

13 Tasks Tasks should have specific responsibility, time frame and milestones identified. Tasks should be considered for their long term sustainability and also note the skills and capabilities that will have to be strengthened or enhanced.

14 Resources Assign each task the necessary financial resources.
