Consequences of this digital divide are serious. Governments should take energetic measures to reduce, and preferably eliminate, this digital divide. (True Market Liberalisation) NRENs pursue strategies to counter monopolistic pricing.

15 John DYER African Research & Education Networking 26 September 2005, Geneva. 15 Introducing Optical Technology Optical Technology is becoming the de-facto bearer of choice If an NREN can get access to dark fibre, then it can, within the same budget, immediately upgrade the network capacity by as much as a factor of 100. some European NRENs start to own (or obtain long-term access to) their own optical-fibre Hybrid Networks emerging - Grids
