2 What’s New at the Phoenix Center: Year-End Review Publishing Continues to Be Prolific: Policy Paper on Special Access Quantity Discount Contracts Four Policy Perspectives Inaugurated a Policy Perspectives Series (5 this year) 2003 Policy Paper on Special Access to be republished in NYU Journal of Law and Business Since becoming a “partner in publishing” with the Social Science Research Network (“SSRN”) in January 2004, Phoenix Center publications have made the SSRN’s “top ten” most- viewed lists a staggering 27 times. Phoenix Center President Lawrence J. Spiwak is ranked in the top 18% of authors listed overall. Phoenix Center Chief Economist George Ford is ranked in the top 15% of authors listed overall. Published regular op-eds in major news and trade magazines: Washington Legal Times, the Texas Lawyer, United Press International, the Washington Times, the Oklahoman, TotalTelecom, CNET and ZDNet.

3 What’s New at the Phoenix Center: Year-End Review Recognition: Visits to the Phoenix Center’s web page continues to be strong (approximately 500K annually) Over 3,000 hits from the FCC alone Major News Media Coverage – e.g. Washington Post, New York Times, Forbes.com, Miami Herald, LA Times, Milwaukee Journal, Ft. Worth Star Telegram, San Francisco Chronicle, Seattle Post Intelligencer Trades – e.g. Telecom Policy Report, Communications Daily, Telecommunications Reports SBC sent us a “cease and desist” letter for allegedly violating their trademark “ALL DISTANCE”. Held inaugural State Regulator Retreat in Phoenix “[O] ne of the most informative and intellectually stimulating activities that I have experienced in more than eight years as a regulator. “ Arnetta McRae – Chairman Delaware Public Service Commission
