2 Mathematics and Science Partnerships program (MSP) Overview The Mathematics and Science Partnerships program (MSP), authorized in NCLB under Title II, Part B, is a formula grants program to the states designed to support professional development programs in mathematics and science for elementary and secondary teachers. The MSP program is designed to improve the academic achievement of students in mathematics and science by providing teachers with quality and ongoing professional development opportunities that improve their subject matter knowledge and promote research-based teaching methods that lead to increases in student achievement. Partnerships between high-need school districts and the science, technology, engineering, and mathematics (STEM) faculty in institutions of higher education are at the core of these improvement efforts. Funding History FY’ 2002: $12.5 million FY’ 2003: $100 millionFY’ 2004: $150 million FY’ 2005: $180 million FY’ 2006: $182 million

3 Mathematics and Science Partnerships program (MSP) Congress appropriates funds for program. Projects submit annual/final reports to ED within 60 days of cycle completion. States fund winning project proposals. States submit a copy of funded proposals to ED 30 days after award date. Funds are released to the States through a formula grant (percent below poverty). States distribute funds on a competitive basis to partnerships consisting of Arts and Science faculty at an IHE and a “high need” LEA.

4 Mathematics and Science Partnerships program (MSP) The law requires States to… Define “high need” schools and teachers; Run a discretionary grant competition; and Fund projects that have an evaluation and accountability plan which includes rigorous objectives that measure IMPACT on teacher knowledge and student learning. The law requires all funded Projects to… Submit an annual and final report to ED demonstrating progress towards achieving the goals indicated in original proposal.
