2 Timelines Late 2004, early 2005 – Discussions addressed needs of the police and city administrative offices. Monies in 2005/06 budget for master plan consultation. Additional monies in 2006/07budget for same. Feb. 2006 Advertised for master plan consultation. July 2006 – Contracted with Tevebaugh Associates for study of police and city administration building needs. By years’ end contract expanded to include study of convention center and parking area.

4 Executive Summary of City Center Master Plan July 31, 2007 Conducted by Tevebaugh Associates Introduction: “In order to provide for an orderly approach to future growth and expansion, the City of Rehoboth Beach is undertaking a master plan of downtown properties. The plan will provide a framework for future planning and development decisions. In addition, the goals of the study are to maximize the utilization of existing Rehoboth resources and to improve City functions and visitor opportunities.”

5 Executive Summary Specific goals of the master plan are: The current City Hall and outbuildings are inadequate for the City Departments and programs. Existing facilities and site parameters shall be reviewed to determine how to best construct new structures that centralize the City Departments in an efficient manner with the appropriate adjacencies. The exiting downtown municipal complex and the old Wilmington Trust site shall be evaluated for the best use, circulation, and locations for the new buildings. Sequencing of the proposed redevelopment is extremely important so that the City services are not interrupted. Green space shall be maximized and the proposed buildings will be designed and constructed as green buildings. Presentation by Commissioner Mills at June 16, 2008 Commissioner Meeting

6 Executive Summary Specific goals of the master plan are: The proposed buildings must serve the City employees, residents, and visitors for many years. The buildings need to satisfy program requirements and allow for future growth. Multi- use common areas are also required to provide efficiency and flexibility for all users. The new structures will serve as a symbol of local government and community, and aesthetically complement the existing small town charm of Rehoboth.

7 Executive Summary Specific goals of the master plan are: The Convention Center will be evaluated and improvements to the facility will be recommended. The Convention Center is currently utilized on most weekends with community events that are an integral part of life in Rehoboth Beach. The facility evaluations will also determine the feasibility of attracting corporate clients in order to increase existing revenues.

8 Executive Summary Specific goals of the master plan are: A parking study will also be performed to evaluate the demand for parking throughout the downtown area during on and off seasons. The parking study shall evaluate and make recommendations based on the demand for downtown parking during the year. The areas of review shall include technology, revenues, shuttle system, wayfinding and structured parking.

9 Existing conditions The existing municipal campus is located in the center of a triangular city block. Existing site constraints include a lack of street frontage, an irregular shape of the property and minimal acreage for facilities. The parking lot on the east side of the convention center is a large rectangular parcel and can provide the dimensional requirements of a structured parking deck.

10 Existing conditions The city administration building does not meet the need of city departments. Renovating this building will not be economical nor will the renovations provide the required program space for the departments. Replacing the building is recommended. The convention center serves the city well. However, our analysis shows that some amenities and service areas of the building need to be improved or replaced.

11 Existing conditions Condensed… The parking department is hard to find; is undersized. The location of the parking meter maintenance building limits the use of the parking area. The Main Street building is in poor condition.

12 Recommendations… in Phases Phase One. Utilize the old Wilmington Trust property – move B&L and Main Street there. Phase Two. Construct a new public service building to house the police, 911 and IT Departments.
