3 3 Introduction to Lake County Passage wLocated in northeastern Illinois, in the heart of the Gary- Chicago-Milwaukee (GCM) ITS Corridor, wPopulation of 650,000 and is expecting to grow to near 850,000 by 2030. wFreeways and arterials are experiencing increasing congestion. wLake County Division of Transportation, Illinois Department of Transportation (IDOT), Illinois State Toll Highway Authority (ISTHA), the regional Emergency Telephone System Board (ETSB) and other local municipalities. wThe Passage concept was developed to more effectively manage the demands on the multi-jurisdictional transportation network.
