2 Major Questions: Residential Lighting 1. What is the baseline for residential lighting applications, from which our programs should: a. Measure success in market transformation b. Measure impact on energy savings 2. How does the baseline change with new lighting standards, or simply over time? 3. Can we improve savings estimates? 4. What Impact do our programs really make on the market? 1. Naturally occurring adoption 2. Freeridership 3. Installation Rate 5. What do we save on peak? 2

3 Importance of Study 1. Provides useful information for program optimization 2. Provides valuable information for peak savings assessments 3. Provides information for us to understand the market (more optimization) 4. Provides information used to assess cost- effectiveness of programs going forward. 3

4 4 Baseline & Market Impact: Lighting Saturation Study 1. Placements of efficient lighting in the home 2. Purchases of efficient lighting 3. Installation rates 4. Freeridership rates/Naturally occurring adoption

5 Changing Baselines Repeatable market saturation and baseline study 1. It may be difficult to isolate the impacts of new lighting standards from the impact of our programs 2. A repeatable market saturation/baseline study can assist us in understanding the potential longevity of our programs, especially after lighting standards change 3. A repeatable study better prepares us to exit out of the CFL market and into the LED market 5

6 Assessing Energy and Capacity Savings Savings: Dependant upon: 1. Hours of use 2. Wattage Delta 3. Space Heat Interaction 4. Take-back Improvements to Savings Calculations: 1. Lighting Logger Study – also provides Load Shapes - Peak Assessment 2. Take Back Estimation – If we log both standard lighting and efficient lighting, if like locations, we may gain a better understanding of take back 6

7 PSE Lighting Saturation Study Last conducted in 2007 Study Objectives To quantify standard (one-inch) screw-base sockets and the current placement of CFL bulbs, by room, fixture type, and control type; and To quantify the saturation of CFL bulbs and assess consumer likelihood of installing additional CFL bulbs where they have not already done so. What it did not provide: Lighting hours of use by room type (CFLs) Lighting hours of use by room type (Incandescent) A lot has changed since 2007 7

8 What Questions Are the Most Important? 1. Do we want to focus on baseline lighting? A. Wattage/bulb type 2. Do we want to measure install/shelving rates? 3. Are we interesting in lighting hours of use? A. For CFLs, Incandescent, or both? 4. Are we interested in what happens to stored bulbs? A. Do they replace other CFLs or incandescent? 5. Are we interested in placement of CFLs in the home? 6. Are we interested in willingness to adopt? 8

9 Why Take this to the RTF 1. We want RTF assistance in building a solid evaluation plan / scope of work. 2. Ideally we would like regional collaboration on this work. 1. Reduce overall cost for each participating utility 2. Provide a regional assessment & local assessments with possible sub-sampling. 3. Provide identical measurement techniques so results around the region can be compared to each other. 9
