THE FORESTS OF THE CONGO BASIN R.E.D.D IN THE CONGO BASIN A REGIONAL APPROACH ? Gamboa, March 12, 2009 KASULU Vincent, MASSARD K. MAKAGA Etienne ____________________

THE FORESTS OF THE CONGO BASIN Crossing 11 borders, covering around 50 % of Central Africa, the Congo Basin forest ecosystem allows more than 70 million people to live on these lands. Essential in climate establization, it is thanks to the Basin that the world, and Africa in particular, can mitigate climate and contribute to adapation. Thus the need for REDD. 7 THE FORESTS OF THE CONGO BASIN

THE FORESTS OF THE CONGO BASIN Forest permits everywhere…

THE FORESTS OF THE CONGO BASIN Several managed concessions

THE FORESTS OF THE CONGO BASIN 1960 2006 Protected areas in constant increase

THE FORESTS OF THE CONGO BASIN Reginal approach = Natural path Yaoundé Declaration in 1999 and signature of the International Treaty in 2005  COMIFAC Plan de Convergence, coordination of forest policies in the Central Africa countries.  Before REDD

THE FORESTS OF THE CONGO BASIN 1.Harmonization of forestry policies and taxation systems 2.Fostering knowledge of the natural resources (inventories and geospatial monitoring) 3.Management of forest ecosystems 4.Conservation of biological diversity 5.Promotion of sustainable uses of forest resources 6.Development of activities and poverty reduction 7.Capacity development and stakeholders participation 8.Research and Development 9.Development of a financial mechanism 10.Cooperation and partnership PLAN DE CONVERGENCE

THE FORESTS OF THE CONGO BASIN Need to adapt the regional « plan de convergence » to the REDD context Must take into account national circumstances Studies to define the convergence points and, consequently, the specific points in each country

THE FORESTS OF THE CONGO BASIN Common issues Regional Strategy (political and technical) Different issues but which may be negotiated Issues fundamentally different Deal with at the national level

THE FORESTS OF THE CONGO BASIN A regional approach complements and strengthens the national policies ADOPTION of the process by the countries = OWNERSHIP Identification and analysis of the main causes of DD in each country Modeling of future DD in the Basin Development of prospective scenarios

THE FORESTS OF THE CONGO BASIN ADOPTION BY THE COUNTRIES = OWNERSHIP NATIONAL REDD STRATEGY REGIONAL REDD STRATEGY Synthesis

THE FORESTS OF THE CONGO BASIN REGIONAL APPROACH 1- VISION « The Congo Basin countries consider that REDD and its implications are an essential and structuring part of their approach to social and economic development»  Submission sent in February 2009  Article 3.4 of the Convetion stipulating that « parties have the right to work towards a sustainable development »

THE FORESTS OF THE CONGO BASIN 2 - ENGAGEMENT « The countries of the Congo Basin respect the principle of common but differentiated responsibilities »  Submission sent in February 2009 « the countries of the Congo Basin are ready to envision, for their forest resources and rural territories, a management system that assures the protection of ecosystem and social services » REGIONAL APPROACH (2)

THE FORESTS OF THE CONGO BASIN 3 – Pre requisites «the achievement of these objectives entail necessarily a coordination of all activities… with the goal of assuring the coherence of the process »  Submission sent in February 2009 APPROCHE REGIONALE (3)

THE FORESTS OF THE CONGO BASIN A Regional Approach has many advantages:  Capacity building  Economies of scale in the implementation of REDD  Increase in Effectiviness  Experience exchange  Integrated and coherent ecosystem management  …
