32 www.gsa.gov U.S. General Services Administration 32 Ordering Procedures – Using GSA Schedules According to FAR 8.4 (U.S. Civilian Agencies) A Purchase Above the Micro-Purchase Threshold ($3,000): –Develop Independent Government Cost Estimate (IGCE) – IGCE is based on number of hours (Level of Effort) in each labor category of contract for sub-tasks identified in statement of work (SOW) –Performance-Based SOW is preferred by most customer agencies to include: Tasks or Requirements, Evaluation Criteria, Place of Performance, Delivery Schedule, Travel and Per Diem, Supplies and Materials, and Period of Performance –Evaluation criteria is necessary to determine “Best Value” to make award –In accordance with FAR, customer must forward SOW/RFQ to as many schedule holders necessary to assure three responses for transparency and full & open competition –Customer should specify what additional information must be submitted in the technical & price –Customer places order directly with contractor

33 www.gsa.gov U.S. General Services Administration 33 Ordering Procedures – DoD Direct Ordering Section 803 For Service Acquisitions greater than $100,000: –DoD must assure full & open competition for any task order for services in exceeds of $100,000 –DoD must provide fair notice/opportunity to all schedule contractors (Note: Posting RFQ on eBuy fulfills this DFAR requirement); –DoD Contracting Officer must forward RFQ to as many schedule holders necessary to assure three “viable” quotes are received from contractors who can fulfill the service work requirements. Sole Source Justification –DoD must stipulate in writing that only one viable source is capable of providing the requirements due to unique, specialized nature of the work
