Managing your Resources Forms, Ordering, Briefing, Accountability

Forms ICS 204 ICS 213 ICS 214 ICS 215 ICS 224 ICS 225 ICS 230

Forms ICS 204 Division Assignment List ICS 213 General Message ICS 214 Unit Log ICS 215 Operational Planning Worksheet ICS 224 Crew Performance Rating ICS 225 Personnel Performance Rating ICS 230 Contractor/Vendor Performance Evaluation

ICS 204 Division Assignment List Identifies who is working where and for who Critical to the resources to know who they report to Critical to the supervisors to know who they are responsible for Included in every IAP Changes as resources are assigned, reassigned, or demobilized

ICS 204 Division Assignment List Usually all Suppression Repair resources will be identified on one ICS 204 Sometimes Suppression Repair resources are assigned to the Divisions on the ICS 204 Either way, they are your responsibility

ICS 213 General Message Used for ordering resources (that are not already on the fire) –Dozers –Excavators –Graders –Watertenders –Crews –Overhead Tech spec Dozer boss Resource advisors

ICS 213 General Message Used for ordering supplies (that are not already available from the supply unit) –Straw –Grass seed –Fence tools Post pounder Fence pliers –Fence materials Posts Wire Fence clips –Water pipe Check with the local Unit’s Service Center and Camps, they may have some of what you need, especially tools.

ICS 213 General Message Include: what you need, be specific! –Excavator, 50 ton, with thumb Specify reach if appropriate to your project –Dozer, D-6, with 6 way blade and grapple When you need it Where you need it –Equipment must report to base camp for inspection first –Supplies can be delivered to drop points Who you are How to contact you

ICS 213 General Message Usually you will give this to the Ordering Unit

ICS 213 General Message Also used for releasing resources when you no longer need them –“dozer E-123 is surplus to Suppression Repair as of 1800 on 6/21/09” –Don’t use “released”, that is for the resource unit to determine

ICS 213 General Message Usually you will give this to the Resource Unit

ICS 213 General Message The form comes in triplicate, you keep the white (middle) copy. Give the other two copies to whoever the message is for. The pink (back) copy should return to you with a response.

ICS 213 General Message The form is also useful for documenting that you have advised someone of something. –Advise comp/claims of damage you can’t fix –Advise agency liaison of public safety item that you can’t fix (burned street signs) Usually best if it’s accompanied by a verbal description.

ICS 214 Unit Log There are two good reasons for using the ICS 214: –It’s required –It’ll be very useful later

ICS 214 Unit Log All Units must fill out the ICS 214 daily It becomes part of the documentation package If something happens, it is a record documenting your part of it –Complaining landowners –Difficult operators

ICS 214 Unit Log Useful to help you remember: When someone started working for you (shift tickets, evaluations) When you provided direction or instructions for project implementation to an operator or tech spec When you first made contact with a member of the public What you agreed to do for a particular landowner When you finished a particular project When you moved equipment from one project to another –This will tell you how long certain projects took to accomplish When you discovered or were advised of repair needs

ICS 215 Operational Planning Worksheet Used to document resource needs Usually used by the resource unit to track all Divisions and Groups (including Suppression Repair) Can be used by Suppression Repair to develop a resource plan by Division/area/project Can be used to advise the Resource Unit of your needs Will be needed if Suppression Repair resources are shown on Division 204s

ICS 215 Operational Planning Worksheet For each Division/area/project: A description of work to be accomplished, the location, and any special instructions Number of each type of resource required for the project Number of resources already available/on project Number of resources needed Include overhead for supervision/span of control Include specialists such as resource advisors, archeologists, etc

ICS 215 Operational Planning Worksheet Most of the information will come from your Suppression Repair plan Provide the completed ICS 215 to the Plans Section This gives them an idea of what you need And allows them to move suppression resources into Suppression Repair as they are released

Resource Ordering Either the ICS 213 (General Message) or the ICS 215 (Operational Planning Worksheet) may be used for ordering resources. Your supervisor may have other ways as well. The method you use will depend on the team you are working for.

Resource Ordering Name requesting: –No –Okay, sometimes it’s your only option

Briefing You are responsible for briefing resources working for you –Safety –Project –Expectations –Chain of command –Accountability

Briefing When? When you get a new resource In the morning after the main briefing In the evening when resources return to camp, especially if they will go straight out in the morning In the morning when you catch up with them on the line When you learn something they need to know (weather)

Briefing Formal or informal –Depends on the situation –And the information that needs to be relayed

Accountability You are responsible for the resources working for you. You need to know that they went to work And that they came back safe.

Accountability You are also accountable to your supervisor And to the Division Supervisor where you’re working –Check in and Check out

Evaluations ICS 224 Crew Performance Rating ICS 225 Incident Personnel Performance Rating ICS 230 Contractor/Vendor Performance Evaluation

Evaluations Vital for documenting good and bad Provides feedback to personnel Provides documentation for rejecting hired equipment in the future Documents that an individual has acted in the capacity evaluated for (ERD maintenance) Becomes part of the documentation package

Evaluations Make the evaluation reflect the actual performance

Evaluations Supposed to be done for EACH SHIFT At least provide one for each fire assignment

Evaluations Discuss it with the evaluee Give them a copy Give the original to the Documentation Unit

Evaluations ICS 224 – Crews ICS 225 – Individuals ICS 230 – Hired equipment
