2  PASDEP(plan of accelerated and sustainable development for the Eradication of poverty) Poverty reduction strategy is the main national policy addressing the sustainable poverty reduction in the country  PASDEP includes health as one of its sect oral program and incorporates strategies and targets related to the achievement of Millennium Development Goals  Policy context The national drug policy is the guiding policy for the pharmaceutical sector. 3 Includes two strategic Impacting the achievement of MDG Scaling up of key Services that ensure appropriate service utilization by the community with focus on rural area and poor women and children Health service extension program, Accelerated expansion of primary health care Facility

4  Health service delivery and quality of care  Access to services  Selected Strategies will be directly depend on the establishment of effective and efficient health commodity supply system

5  Weak procurement and Management of drugs and medical equipment and supplies  High wastage from duplication of efforts  Push system with out accounting the real needs of the ultimate health institution

6  Build Capacity for effective and efficient drug procurement distribution and quality control at all levels of the health system  Securing adequate financial recourses and strengthen Revolving drug fund schemes in order to alleviate shortage of drugs

7  Constant and uninterrupted supply of vital and essential health commodities for the users of public health facilities.

8 Ensure that vital and essential drugs and health commodities of approved quality are ready available to the public sector health facilities for the use in the prevention,diagnosis and treatment of priority health problems,in adequate quantity and at the lowest possible cost. The six rights of health commodity logistics. Right goods in the right quantity in the right condition to the right place at the right time for the right cost

9  Policy and Legislation Clear and supportive legislation are in place  Coordination and harmonization HCSS effectively integrated among stake holders.  Financing Sufficient financial resources are available accessible and effectively disbursed.  Selection Vital and essential health commodities identified prioritized to address the health needs of Ethiopia.  Quantification and forecasting The HCSS Determines the quantities of vital and essential health commodities required at all levels

10  Logistic Management information system Stock levels consumption and losses and adjustments data are provided monthly by all HCSS Levels to the Next level adequate for decision Making  Procurement Quality health commodities are identified ordered and made available at the right time right quantity and at the lowest possible cost tot the system  Storage and inventory control Health commodities are stored at all levels

11  Distribution and transport Health commodities are transported efficiently and effectively between all levels of HCSS while maintaining quality of the products.  Rational Drug use Essential health commodities are prescribed Dispensed and used rationally at all levels.  Human resource Management Skilled and trained experienced motivated professionals are available and retained at all levels

12  The system takes all steps in the supply management cycle.  Selection of health commodities follows the requirements of agreed standard treatment guidelines  Ensure access to constant uninterrupted supply of vital and essential health commodity as described by affordability geographic accessibility equity and equality.

13  Financing of the National procurement is based on revolving drug fund (RDF) principles  Encourage private sector involvement in production and wholesale  Provide adherence to the principles of decentralization and ownership by stake holders.

14  Pharmaceutical supply agency responsible for the procurement, Storage clearance distribution to health institution have been established by proclamation. it has currently 11 hubs throughout the country 9 out are situated in the regions  5 Expansion of existing hubs and construction of 8 major hubs is underway 20,000,000 USD project

15  Logistic management information system operational requirement study has now on a design phase is estimated 5.8 Million Dollars  Inventory management software in place with deliver (USAID) under installation  Proper dispensing practice trainings with SPS(USAID)  The strategic objective is to deliver to health commodities, bench marked by the distribution of ARV

16  7000 Health posts and 2299 Health centers has successfully been equipped.  Supply chain Strengthening 20000,000USD worth Delivey vans dispatched to different hubs  1000,00USD agreement on drug supply management relevant to professionals is taking place with UNFPA

17  The magnitude of RDF that was designed to be incorporated has not timely been realized.  investments are huge and complimentary activities need to be prioritized to match financial capabilities.
