5 IRP Board Regional Calls In April the Board representatives from each region hosted a call with the membership Purpose was to update the membership on various topics and have open discussion with the membership Very well received Also hosted a 1 hour session for each region at the recent Annual Meeting

6 IRP Ballots IRP Ballots Currently Open for Voting Full Reciprocity Plan Change to Section 900 of the Plan on Long Term Lease Vehicle Electronic IRP Credentials IRP Dues due Date

7 IRP Ballots IRP Ballots Currently Open for Voting Full Reciprocity Plan Proposal to change the estimated distance process in IRP Will change the process for first time and expanded operations First time registrants will pay all jurisdictions based on their base jurisdictions average distance per vehicle chart

8 IRP Ballots Full Reciprocity Plan Renewal registrants will pay only for those jurisdictions they had operations during the reporting period ALL jurisdictions will be reflected on the IRP cab card Financial Impact study completed by Washington State University A great deal of information available on the IRP website

9 IRP Ballots IRP Ballots Currently Open for Voting Section 900 – Base Jurisdiction for Rental Fleets Proposal to delete Section 900 of the Plan which defines the basing requirements for long term lease vehicles under IRP This ballot has a long implementation period to allow possible required changes in some Canadian jurisdictions to be addressed

10 IRP Ballots IRP Ballots Currently Open for Voting Proposal to allow Electronic IRP Credentials This ballot would change the definition of the IRP cab card to allow jurisdictions to issue electronic cab cards The language would read: “Cab Card” means an evidence of registration, other than a Plate, to include an electronic device, issued for an Apportioned Vehicle registered under the Plan by the Base Jurisdiction and carried in or on the identified vehicle

11 IRP Ballots IRP Ballots Currently Open for Voting Proposal to change the IRP Dues due date This ballot is to align the due date for IRP dues to be paid each year with the IRP fiscal year which is Oct 1 – Sept 30.

12 New Reciprocity Agreement International Non Apportioned Vehicle Agreement - INCVA The INCVA is a new registration reciprocity agreement that is to replace existing non-standard reciprocity agreements with a uniform standard agreement that will facilitate registration reciprocity for vehicles that are not required to be registered under IRP Enrollment is now open for jurisdictions to sign onto the agreement Information can be found on the IRP website

13 IRP Website Making some changes to address member feedback: New membership directory functionality More focus on current news and events on homepage IRP Audit Exchange

14 IRP Website New membership directory functionality New layout on each jurisdictional page New report that will be sortable by members to sort by categories (for example by voting member) New Compiled document similar to the old directory layout (printable) New process for a designated jurisdictional representative to be able to update the jurisdictional information

15 IRP Website Jurisdictional Information The website has a lot of information on specific topics for each jurisdiction Need help to get it updated to ensure we have the most up to date information possible We need your help! We will be calling for your help

16 IRP Website Focus on Improving Homepage Bring the current news and events forward and highlight on the homepage Evaluate to be sure we are communicating information the membership wants and needs More user friendly

17 IRP Website IRP Audit Exchange Addressing the need to improve the exchange of audit between the member jurisdictions Partnering with IFTA to host a process like the current IFTA audit exchange process Should be up and operational soon

18 IRP Clearinghouse

19 Major Activities Completed –Clearinghouse Transition Completed June 2012 –Participating to Non-Participating Completed March 2013 –Standard Vehicle Information Report Completed January 2013 –Draft CH Technology Plan Draft completed in July 2013. Board will review in Fall 2013.

20 IRP Clearinghouse Ongoing Projects: –MB and OK participation projects –Archiving Project Completion in summer 2013. Only 5 years of data will remain in CH. Second phase will include survey to jurisdictions on use of older data. –CH Technology Planning Evaluating jurisdiction suggested enhancements Standard reports for the Peer Review Committee and jurisdictional audit agencies

21 IRP Member Needs Survey Recently conducted by the IRP Education Committee Received more than 125 responses Common theme was the need for training for new and existing staff Need for new and innovative training methods See it as another opportunity to partner to make it happen!

22 IRP Partnerships Continue to Build Partnerships Successful Joint IRP/IFTA sessions at CVSA in 2012 and 2013 Successful 2013 Audit Workshop (San Antonio, Texas January 2013) IFTA/IRP Managers & Law Enforcement Workshop (October 2013) Participating with AAMVA, CCMTA, IFTA, UMA and other partners at various meetings and conferences

23 2014 IRP Annual Meeting Join us at the Hotel Albuquerque Albuquerque, New Mexico May 13-15, 2014 Committee meetings will take place at the beginning of the event, on Tuesday, May 13. The IRP Board meeting will close out the week, taking place on Friday, May 16.
