5. MOTIVATIONS President Harry S. Truman proposed this bill to Congress immediately following the death of FDR. The rationale was to maintain elected official in the succession for President. Secretaries are selected by the President. Why was Speaker of the House chosen before the Senate or Secretary of the State? In 1945 President’s Truman’s friend was Congressman Sam Rayburn(D), Speaker of the House of Representatives, and Truman lobbied to have this position first after the VP.
