3 Areas of responsibility Adult Social Care: assessment and provision of services for vulnerable Older People, Mental Health, Learning Disabilities, Carers, Physical Disabilities, Integrated Commissioning of Adult Social Care, the NHS and Public Health through using the JSNA Safeguarding: Service Quality and Business Management Delivery of the Health Improvement Service Welfare Rights and Debt Advice Housing and support services for vulnerable people; Services for independent living, supporting people, equipment and adaptations

New policy – imminent white paper for adult social care – the Care and Support White Paper Changing pathways of support – citizen first and asset focused, information and advice provided early Transforming support – expanding use of personal budgets to get a life not a service Changing expectations to promote self help, wellbeing and community support to maintain independence Managing pressures of demand for adult social care within an unsustainable funding framework Market management, safeguarding, quality of provision critical

5 What’s it like out there? Significantly reduced resources and increasing demand using a ‘Just Enough Support’ model New NHS arrangements with Clinical Commissioning Groups, the NHS Commissioning Board [ Local Area Team for Greater Manchester] Public Health England Changes in GM – Healthier Together Care Quality Commission [CQC] regulates most NHS services including, hospitals, dentists, GP’s as well as residential and nursing care and domiciliary providers Health and Wellbeing Board development – key strategic partnership with a clear focus on Integration Integrated Care for older people programme

6 Aims Commission services that: –encourages people to be independent –maximise life chances and quality of life –Increase prevention and early intervention Personalisation: think local, act personal –support vulnerable people to take control of their lives, maximise personal resilience and widen choices Promote well-being with partners through integration and public sector reform

9 Areas of responsibility Leadership for all council public health services Health protection advice and support eg outbreaks, infection control, immunisation Integrated commissioning hub development Commissioning Public Health and health improvement services Jointly the Health and Well Being Board development Surveillance and assessment of the population’s health and well-being (via joint strategic needs assessment) Population healthcare advice to the new CCG –NHS Salford

10 What’s it like out there? Safe transition of new public health responsibilities for the City Council, Public Health England and the NHS Commissioning Board Maintaining progress on the joint strategic needs assessment and the joint health and wellbeing strategy Maintain good progress on key public health goals – but more to do on alcohol, smoking and healthy start in life Commissioning and decommissioning so that we get the services we need to improve health and well being Managing the implications of the resources allocated to Salford for Public Health

11 Aims Maintain progress on reducing early deaths and reducing health inequalities across the city Increasing the development of Integrated Commissioning Increase the scale and rate of health improvement Ensure that through the successful transfer of Public Health the City maintains key strategic partnerships with the NHS
