4 Guam Transportation Training Program (GTTP) The Department of Public Works recognizes the need for a skilled workforce to support its numerous highway improvement projects Through a partnership with the FHWA, DPW was awarded an On-the-Job Training & Support Services (OJTSS) grant to develop the Guam Transportation Training Program (GTTP) The GTTP OJT/SS program provides training opportunities in highway construction and other transportation related services for the underserved, unemployed and under employed.

5 Guam Transportation Training Program (GTTP) The GTTP includes pre-testing, trades related classroom learning and on-the-job training placement programs Program also includes assistance in overcoming barriers to training and employment opportunities: –Childcare & Transportation to classes –Training Related Tools –Remedial & Specialized Training Training partners include: –Guam Trades Academy –Guam Community College –OSH Solutions (Safety) –Malinao Shuttle Service, SSAM Shuttle & KEI

7 Guam Transportation Training Program (GTTP) Training program is customized to the participant’s needs and abilities –Program placement based on Pre-Test results, experience and/or abilities Fully documented process –Individual participant tracking from start to finish –Follow up to ensure participation throughout training –Full transcripts for each participant upon completion –Post testing and follow up interviews with employers

12 GTTP Supportive Initiatives DPW & FHWA has extended the program to support the Center for Micronesian Excellence (CME): –Funding for 20 participants to learn Computer Aided Drafting (CAD) in North Carolina –Funding for 9 participants to participate in the GTTP program (including transportation services) Application for additional OJT/SS grant funds have been submitted to FHWA for FY 2012 Coordinated on-going effort with the Guam Contractors Association & private construction companies for placement of program graduates

13 GTTP Supportive Initiatives Governor Calvo recently signed Executive Order #2012-04 promoting On-The-Job Training and the hiring of apprentices for Government of Guam Construction projects: –Section 4 states: “In lieu of persons enrolled in a formal apprenticeship program, a contracting agency may authorize contractors to employ individuals who will be supervised and engaged in on-the-job-training”. Applies to all Public Works Projects over $100,000 The number of OJT trainees shall be determined by the contracting agency based on the size and complexity of the project
