40 And now, for something completely different…….

41 You Are the Inspector!

42 The video you are about to see is real. It was recorded on September 18, 2008, by the County Sheriff’s Department.

43 It was provided to the FAA’s Orlando Flight Standards District Office as evidence regarding a complaint of “low flying.”

44 There are no names mentioned in the audio (and I don’t even know who was involved), but the balloons are probably recognizable to many of you.

45 FYI, the FAA did not take enforcement action against the pilots involved.

46 Take Notes! Take Note of the Time(s) “Parallax” The apparent displacement or the difference in apparent direction of an object as seen from two different points not on a straight line with the object. “Depth of Field”

47 Roll it!

48 Aftermath: If I hadn’t already told you, would you, as the inspector assigned to this matter, initiate any kind of Enforcement Action? Why? Why not?

49 Final Outcome No Enforcement Action was Taken. N-Number Issue (Ignorance of the Deputies regarding Balloon Markings) Time & Duration of Sightseeing Flights Maneuvering for Landing vs. Enroute Flying Landed & Terminated the Flights (did not change passengers and fly on) Pilot’s stories matched mine!

50 BUT...

51 Check the time again! “Official Sunrise” in Orlando on September 18, 2008, was 7:12 a.m.

52 § 91.209 Aircraft lights No person may: (a) During the period from sunset to sunrise… (1) Operate an aircraft unless it has lighted position lights…
