1 The peoples of Europe, in creating an ever closer union among them, are resolved to share a peaceful future based on common values.

2 The principles of the European Constitution are: life ’ s right Freedom Equality Security Education right Free circulation and free stay in the Schengen space In 2004, the 25 states of the EU and other 3 states signed the treatise of Rome to define UE ’ s structure and organization.

3 The EU constitution is the end-result of a special procedure: 3-4 June 1999: the Cologne European Council (3-4 June 1999) entrusted the task of drafting the document to a Convention which held its first meeting in December 1999 and adopted the draft on 2 October 2000, 13-14 October 2000: the Biarritz European Council unanimously approved the draft and forwarded it to the European Parliament and the Commission. 14 November-6 December 2000 :the European Parliament gave its agreement and the Commission. 7 December 2000 in Nice: the Presidents of the European Parliament, the Council and the Commission signed and proclaimed the Constitution on behalf of their institutions.

4 The European Union Constitution of Fundamental Rights sets out in a single text all the civil, political, economic and social rights of European citizens and all people living in the EU. These rights are divided into six sections: Dignity Freedom Equality Solidarity Citizens' rights Justice

5 The rights are fundamental rights and freedoms recognised by the European Convention on Human Rights, The constitutional traditions of the EU Member States the Council of Europe Social Charter, the Community Charter of Fundamental Social Rights of Workers other international conventions.

6 Everyone has the right to life. No one shall be condemned to the death penalty, or executed.

7 Equality between women and men. Everyone is equal before the law.

8 Everyone has the right to liberty and security of person.

9 Everyone has the right to education and to have access to vocational and continuing training. This right includes the possibility to receive free compulsory education.

10 Human dignity is inviolable. It must be respected and protected.

11 Freedom of movement and residence may be granted, in accordance with the Constitution, to nationals of third countries legally resident in the territory of a Member State.
