2 PURPOSE: to provide recommendations on optimizing the use of airspace in regards to ATC complexity reduction. TASK: - analyze impact of airspace structure on ATC complexity; - analyze methods of optimizing the use airspace for ATC complexity reduction; - provide an experimental study on critical point method and recommendations based on results. 2

11 CONCLUSIONS & RECOMMENDATIONS - Critical point method should be a sound basis on which further improvements could be developed, such as a better integration of concept Point Merge by EUROCONTROL and the move towards trajectory based operations including controlled time of arrival (4D trajectories). - The use of airspace is dynamic and responsive to changes, affecting the controller’s performance. Finding an appropriate balance between airspace structure and air traffic control complexity should allow system and airspace designers to improve the performance of the system, while maintaining safe operations.
