1 Office of Acquisition and Property Management Proposed Changes to Attachment G FY 2011 – FY 2015 Five Year Plan

2 Objective of Revision 1)Focus requirements on data elements that add value to the oversight of project planning, control, and execution 2)Revise the project ranking formula to include Asset Priority Index (API) and Facility Condition Index (FCI) - Revision integrates asset management planning and the five year planning process Department of the Interior December 2007

3 Objective of Revision 3)Limit the administrative workload associated with maintenance of the five-year plan 4)Provide more clear, more easily understood instruction for completing the project data sheet (PDS) and other exhibits 5)Perform a general update of the document to reflect programmatic changes that have occurred over the last several years Department of the Interior December 2007

4 Revision Process Solicit feedback/input through this forum and through the Asset Management Partnership (AMP) Have draft of the revised Attachment G prepared by March 1, 2008 Department of the Interior December 2007

6 Potential Revisions 1)Document only the first two years of the five year plan with PDS Last three years would be submitted in summary form only (Exhibit 4) Currently, all five years are documented in PDS Department of the Interior December 2007

7 Potential Revisions 2) Revise the project scoring system to include API Current scoring system is does not recognize development of the DOI asset management program API and FCI are key, first tier metrics for prioritizing project work Department of the Interior December 2007

9 Potential Revisions API and FCI are used to assess condition of buildings and structures in the DOI strategic plan under “Management Excellence” Project scoring system needs to be modified to incorporate API Ideas are welcome Need to maintain focus on critical health and safety and critical asset component systems Department of the Interior December 2007

10 Potential Revisions 3) Set a minimum threshold for submittal of deferred maintenance PDS Currently, no threshold exists The threshold will eliminate many small dollar amount, low risk projects from review process Department of the Interior December 2007

11 Potential Revisions 4) Specify Minimum Estimate Class Require specific estimate class be obtained prior to requesting funds Currently, no minimum estimate class is required across the Department Poorly defined estimates contribute to cost and schedule variance and scope changes Department of the Interior December 2007

12 Potential Revisions 4) Minimum class of estimate Estimate Schedule Class B - $10 million or greater Class C - $500,000 - $10 million Class D – Below $500,000 Some bureaus may need to start allocating funds specifically to design work Department of the Interior December 2007

13 Potential Revisions 5) Include a data field for VE on PDS 6) Raise the point allocation for Code Compliance Capital Improvement to enhance priority of accessibility compliance work 7) Require “Recreation Fee” programs be integrated into the five-year plan, in a manner compliant with Attachment G Department of the Interior December 2007

14 Potential Revisions 8) Miscellaneous Improve general clarity of the Attachment Modify PDS format so it is easier to use Provide more specific, easier to understand direction for completing exhibits Etc. Department of the Interior December 2007
