Focus of Review: RBS Plans RBS Plans Submitted by Each Demo Site: Voluntary Agreement – describes the RBS plan in detail and includes signatures of the directors of the public and private agencies who are committed to participate in it. Funding Model – explains how the demonstration site will pay for the new approach, including its use of flexible state AFDC-FC funding, as well as other sources that might be used, while maintaining cost neutrality. Waiver Requests – outlines changes in the rules related to funding, licensing and regulation that will be needed to implement the new model.
