4 Priority Setting: An example… Step 1: Review and Cluster – use the filters to decide where the UN can make a difference… Human development Advocacy for poverty reduction Environmental protection Equal access to quality basic services Investment climate for sustained growth Peoples participation in governance Areas of cooperation (CCA) Good governance (MD) MDGs Promote gender equality Eradicate extreme poverty, hunger Combat HIV/AIDS, malaria, others Reduce child mortality Improve maternal health Achieve universal primary education Environmental sustainability National Plans Political agreement on reform program Macroeconomic stability Self-sustaining social protection system Fulfill pre-requisites for EU membership Implement fiscal reform Fulfill pre-requisites for EU membership Environmental sustainability Environmental protection Political agreement on reform program Good governance (MD) Peoples participation in governance Self-sustaining social protection system Achieve universal primary education Reduce child mortality Improve maternal health Combat HIV/AIDS, malaria, others Equal access to quality basic services

5 Priority Setting: An example… Step 2: Develop an action statement for each cluster, using a verb like: support…, reduce…, strengthen… Increase the safe and equal access to primary and secondary education Basic Services Build the capacity of government structures to be transparent and accountable Good Governance Strengthen capacity to comply with EU/UN standards and environmental conventions Environment

6 Outcome Formulation: An example… Step 3: For each cooperation area, collect and review all action statements and formulate 2-3 possible outcomes. Then validate with the criteria and select one UNDAF Outcome There is increased and equal access to quality basic health and education services National and local capacities are strengthened for transparent and accountable provision of decentralized services By 2009, national capacities for sustainable management and protection of natural resources are strengthened Action Statements: 1. Strengthen capacity to comply with EU/UN standards and environmental conventions 2. Support government/CSOs to develop and implement sound agricultural and environ. policies 3. Ensure sustainable use of natural resources Environment Action Statements: 1. Increase participation of vulnerable groups & their access to basic health 2. Enhance safe and equal access to quality education, health 3. Increase the safe and equal access to primary and secondary education Basic Services Action Statements: 1. Support people-oriented governance through decentralization and local capacity building 2. Build the capacity of government structures to be transparent and accountable Good Governance
