1. “The Change We Need”

2.  Our proposal is to open the Thompson Public Library on Saturdays between the hours of 12 and 4.  We need your help, as the Library Board of Trustees, to enact our proposal and help make it successful.

3.  Saturdays are more convenient than weekdays for most citizens  Many students participate in extra-curricular activities, which in result makes it difficult to use the Thompson Public Library for school assignments and research.  Some students do not have an accessible computer at their home and need to use the library’s computers for their schoolwork.  Many teachers are assigning more projects that require other sources of information than a website. o Students need to access books, encyclopedias, etc. from the library at a convenient time.  Other people who would benefit from this public policy are working adults who cannot make it to the library during the week before it closes.  Basically, any citizen of Thompson would benefit from this public policy.

4.  Provides a convenient time for all citizens to use the Thompson Public Library, especially students and working adults.  Would provide an extra opportunity for people to find an average paying job.  If the library is open on Saturdays, a librarian could receive more money in this hard economic time.  Resources from the library would be more accessible and more useful to busy citizens.

5.  The Library would have to pay to maintain and staff the facility on Saturdays. oHeat oElectricity oLibrarians oMaintenance  This money would most likely be from the taxpayers of the Town of Thompson.

6.  Our proposal serves the purposes of government set forth in the U.S. Constitution because it provides for the general welfare, or the common good, of the Thompson citizens.  Provides for the common good because it serves as a convenient time for students, adults, and community members to use the Library resources for their needs.

7.  The policy does not violate the limits placed on government because it doesn’t deal with religion, expression of oneself, fair procedures, privacies, or equality.  By opening the library on Saturdays, nobody’s beliefs are being changed, violated, or converted.  Our policy does not take anyone’s life or liberties. However, it does take property, or the money of the town. It still does not violate the limits placed on government because a governmental agency, the Board of Trustees, has the power to disagree with our proposal.  Opening the Library does not invade the privacy of a person’s home.  Also, our policy opens the Library for all citizens, which does not discriminate against people on the basis of race, religion, age, ethnicity, or gender.
