14 Recommendations 1. By 2020, 95% of all students will graduate on time in every high school in the State. 2. By 2020, all persons with a diagnosable mental illness or chemical addiction will have an affordable and effective treatment option outside the criminal justice system. 3. By 2015, Minnesota’s justice system will provide full restoration for every victim and proportionate consequences for each offender within a redemptive, rehabilitative correctional model. 4.By 2012, all legal barriers to employment, housing and education faced by ex-offenders and their families as a result of an ex-offender’s criminal history will be eliminated unless the barrier is directly and proportionately related to a criminal conviction for a serious offense. 5.Family/community structure recommendation to be added.
