2 The Swedish Public Employment Service's mission in the area of rehabilitation Fundamental Sector responsibility Co-operation in rehabilitation

3 Fundamental assignment To conduct vocational rehabilitation in the form of guidance, analysis, rehabilitation and work preparation assistance Target group: job seekers having reduced work capacity due to functional impairments or ill-health

4 Sector responsibility in disability policy Increasing the employment percentage - a level of employment reflecting that of the population in general Desire of employers to hire persons with functional impairments - must increase Percentage in training and preparatory training - must clearly exceed its share each year of all the unemployed

5 Co-operation in rehabilitation Persons with rehabilitation needs often need support from several different authorities simultaneously We must work jointly with the Swedish Social Insurance Agency, the Swedish Work Environment Authority, the National Board of Health and Welfare, municipal social services, the Swedish Prison and Probation Service, etc. in order to make more efficient use of resources

6 Vocational rehabilitation by the Swedish Public Employment Service The concept of rehabilitation involves developing and safeguarding the competency possessed by persons with functional impairments by finding adapted solutions The purpose of the vocational rehabilitation process is for the job seeker to FIND, ACCEPT AND RETAIN A JOB through systematic support in the different steps

8 The rehabilitation process - for persons with reduced work capacity Develop, adapt and Coaching Acquiring Matching Follow-up/ renegotiation etc. Needs analysis/ assessment Stipulate service, etc. Prepare, guide, develop and Coaching Matching To employment and Coaching Acquiring Matching Work with support/ programme Action plan Person needs input/support from other authorities

12 The Swedish Public Employment Service …a link between school and working life for young people with functional impairments Tasked by the Swedish Parliament and the seated government with facilitating the transition into work for young people with functional impairments. A bridge out to working life

13 The Swedish Public Employment Service shall work together with the school to facilitate the transition via information and Guidance from school to working life for people with functional impairments who have turned 16 but are under 30. The Swedish Public Employment Service shall work together with the Swedish Social Insurance Agency and the daily operations of the municipalities Special assignment for young people with functional impairments

14 Young people with functional impairments - preparatory activities for jobs group activities analysispreparatory training internship Supported Employment guidance job seeker activities vocational training

15 With specially reserved employment advisers who will work on matching young people with functional impairments with the labour market. Shall work with the supported employment method. Shall see to that funds are set aside in all program appropriations for the needs of the target group. The assignment shall be secured through continuous follow-ups in result dialogues Clear assignment for the Swedish Public Employment Service

16 Support from the Swedish Public Employment Service In the school, upper secondary year 2- 4 16-appr 22 years Vocational guidance – complement to the school's academic and vocational guidance Financial support for employer/school during internship Testing out of means of assistance After school - available and actively seeking work? Work trial periods, varying time (based on need). Activity support. Financial support for employers when hiring for an adapted job. Wage subsidy Subsequent possibility for internship and training, possible job guarantee for young people.

Occupations A-Z (what is required) Occupation compass (prognosis) Supplementary guidance test, guidance interview and test/assessment of capacity for work by specialist team. Special Introduction and Follow-up Support (SIUS) Flexible Adaptation Modules (FAM) Financial support for employers: Development employment, security employment, wage contribution and support for personal assistance.
