5 5 European Declaration on Paper Recovery - Background A long and broad consultation: l Most of the organisations having an effect on paper recovery/recycling were involved. l The European Commission was involved too. l At the time European level discussion on issues (minimum recycled content requirements, etc.) that were considered detrimental for the industry.

6 6 European Declaration on Paper Recovery - Background The European Declaration on Paper Recovery was launched on 9 November 2000: l Signatories: CEPI (Confederation of European Paper Industries) ERPA (European Recovered Paper Association) l Supporters: FEAD (Eur. Fed. of Waste Management and Environmental Services) EUGROPA (Eur. Paper Merchants Association) INTERGRAF (Int. Confederation for Printing and Allied Industries) l Observers: DG Enterprise ad DG Environment

7 7 European Declaration on Paper Recovery - Background Aims: l Showing that the industry is responsible and proactive. l Showing that paper recovery/recycling is well in hand - no need for additional legislation. l Contribution to the EU and national recycling targets. l Taking the initiative - make a commitment in an efficient way. l Enhancing co-operation with organisations related to paper recovery. l P.R.

8 8 European Declaration on Paper Recovery - Background Participation to the European Declaration: “The European Declaration on Paper Recovery is open to those European Associations that represent members of the paper chain and which have a significant stake in the paper loop.” è open for additional members (FEFCO new signatory September 2001)

10 10 European Declaration on Paper Recovery - Background Scope of the commitment: l A European level target l All grades of paper & board products and of recovered paper (i.e.: no target by country or by grade) è a broad and efficient solution

11 11 European Declaration on Paper Recovery - Background To monitor the European Declaration: The European Recovered Paper Council (ERPC) Participants: the Signatories, the Supporters and the Observers to co-ordinate the commitments of the Signatories to provide evidence of progress achieved to discuss all relevant matters regarding the successful operation of the European Declaration to co-ordinate public information and produce annual reports.

17 17 Actions since the adoption of the European Declaration – some examples Publication of the European Declaration on Paper Recovery in 6 languages (English, French, German, Italian, Portuguese, Spanish). Setting up the European Recovered Paper Council. Work on recovered paper: Proposal to clarify the waste definition Responsible sourcing and supply guidelines as well as recovered paper quality control guidelines Assessment of the future paper recycling capacity changes

18 18 Actions since the adoption of the European Declaration – some examples Work on recyclability of paper products: Participation in the preparation of the ‘Guide to an Optimum Recyclability of Printed Graphic Paper’ Initiating work on recyclability of paper and board products in general Setting up the www.paperrecovery.orgwww.paperrecovery.org Improvements in recovered paper data: Adoption of the data collection and reporting guidelines Analysis of the non-collectable and/or non-recyclable paper products Analysis of the amount of paper and board traded together with goods Analysis of the share of paper not recycled in paper making

19 19 Practicalities and Costs Secretariat is run by the CEPI secretariat. Rotating chairmanship amongst the Signatories. Two regular meetings per year – more when needed. Budget covers the running costs (meetings, annual report, consultancy on data, website, etc.) – special projects to be financed separately. Budget for 2005 total about EUR 35 000, of which CEPI will cover for more than EUR 20.000, as CEPI pays the consultancy alone – the rest is shared between the Signatory Members.

Com. members comments on monitoring report  Mid June – end of June: drafting of the annual report  Early July: draft annual report for comments  Mid-August: finalisation of the annual report before printing  Summer: updating the website / actions at national level  14/09: ERPC meeting – adoption of the annual report  Dec. - European Paper Week: annual report launched + press releases

22 22 ● 1st Stakeholder WG met on 15/03 and decided to give Bernd Böcking a mandate for drafting a text for the new Declaration ● The draft was sent for stakeholders perusal with a request to have their first comments and amendments for the next meeting on 22/06 New European Declaration 1st draft text

23 23 New European Declaration Scope All paper and board products Geographical scope: CEPI + ? 2006 - 2010 All commitments on European level, not in single countries Contents Quantitative targets: Recycling Rate plus a Collection Rate Qualitative targets: collection and processing, recyclability and deinkability... Draft is open for stakeholder proposals
