SENDAI, JAPAN I2SIM TSUNAMI MODELLING SENDAI, Japan, March 11th, 2011

Two objective functions will be covered 1.Life safety 2.Business continuity

Life safety

i2Sim modelling  Sendai is a coastal town affected by the tsunami  Three sites or zones shall be considered for the modelling: Shelter Zone Evacuation Zone Impact Zone

Timeline  Timeline of events for the tsunami: To = earthquake strikes T1 = a tsunami warning is issued T2 = people from the impact zone (cell 1) start evacuating to higher grounds (evacuation zone – cell 2) T3 = people start arriving at the evacuation zone T4 = firts tsunami wave hits the impact zone T5 = tsunami waves are detroying the impact zone, a few buildings remain standing, people are either: trapped, safe and sound, injured or missing T6 = flooding starts receding from the impact zone T7 = shelter and medical care zones are being established at the shelter zone (cell 3) T8 = search and rescue teams are deployed from shelter zone T9 = people are taken from the evacuation zone to the shelter zone T10 = people are taken from the impact zone to the shelter zone T11 = search and rescue activities are underway on the impact zone

Cell 1 – Impact zone  This cell is similar to what happened at BC-Place from the Olympic Case.  Population: casualties at 4 levels (green, yellow, red and black) that need to be rescued and transported to the shelter zone  There are also survivors  All these people need to be rescued, transported and they also need shelter  ALL THE CELLS WILL TURN FROM GREEN TO BLACK OR RED

Cell 1 – Impact zone WATER CELL 03 CELL 04 ELECTRICITY CELL 01 CELL 02 CELL 05

Cell 2 – Evacuation zone  This cell is similar to the waiting room at the hospitals from the Olympic Case.  Population: misplaced population that survived the tsunami from the impact zone (no injuries or casualties)  All these people need to be transported and they also need shelter

Cell 3 – Shelter zone at higher grounds WATER 1 ST RESPONDERS MEDICINE ELECTRICITY HOSPITAL SHELTER FOOD

Channels  Water pipelines  Electrical conduits  Roads

Suggestions  We can use the olympic case  The ambulance system can be used as the search and rescue system  BC Place can be the impact zone  The waiting room at VGH can be the evacuation zone

Businness Continuity

i2Sim modelling  The impact zone will be modelling just to give an idea of the recovery activities  It will be shown how the impact zone goes from red to green Impact Zone

Timeline  Timeline of events for the tsunami: T12 = Electricity has been restablished (orange-yellow) T13 = Transportation (roads and means of transportation) has been restablished (orange-yellow) T14 = Cells at the impact zone (systems) have been restablished (orange-yellow) T15 = All the critical systems have been restablished (orange-yellow) T16 = Displaced people will return to their places at tyhe impact zone T17 = Nuclear warning has been issued, some activities at the impact zone will be cancelled T18 = All the systems are yellow T19 = All the systems are green T20 = Businness has been restored at the impact zone

Cell 1 – Impact zone  The timeline affects only this zone  It will reflect all the process

Cell 1 – Impact zone WATER CELL 03 CELL 04 ELECTRICITY CELL 01 CELL 02 CELL 05

Cell 2 – Evacuation zone  This zone is no longer valid for the second stage

Cell 3 – Shelter zone at higher grounds WATER 1 ST RESPONDERS MEDICINE ELECTRICITY HOSPITAL SHELTER FOOD

Channels  Water pipelines  Electrical conduits  Roads

Suggestions  The shelter zone will cancel some systems, once the impact zone has restablished its systems
