Mission Statement: Every physician has the right to practice medicine without worry of financial burdens. Every person has the right to consult with any physician without worry of geographic limitations. We make that happen! 2 State License Application Process Copyright © 2007 www.addvalinc.com All rights reserved 1018 Street Road Suite 102 Southampton, PA 18966 Telephone:215-396-8972 Telemedicine Copyright © 2007 www.addvalinc.com All rights reserved

Guiding Principles State Boards of Medicine set the standards and guidelines for licensure. Most state boards are requiring FULL licensure for telemedicine; some a “special” license. Only Rhode Island does NOT require any licensure process for telemedicine. Copyright © 2007 www.addvalinc.com All rights reserved

The State Boards are vigilant in their objective to protect the people of their state State Boards are handling the new technology of telemedicine in the same way as they license any physician and want to protect their state from unscrupulous physicians Guiding Principles (cont’d) Copyright © 2007 www.addvalinc.com All rights reserved

Commonalities Verifications are done by the State Board’s licensing staff for the following: – Education & training – Licensing scores – All current & past state licenses – Attestation by applicant Copyright © 2007 www.addvalinc.com All rights reserved

Impact of Malpractice Claims Impact of Malpractice claims: Some states require court documents and/or attorney letters for ALL cases. (no matter how old) Other states require above for the last 5 or 10 years. Most states require a description of the claim in the applicant’s own words. Some states require a report from ALL insurers who have ever covered the applicant. Copyright © 2007 www.addvalinc.com All rights reserved

Frequent Requirements Some states require all or a combination of the following: Photo NPDB self query report Fingerprints for criminal background check References Copy of diploma & training certificates Interview with the State Medical Board Notarized copies Copyright © 2007 www.addvalinc.com All rights reserved

Overall Process Physician completes application for EACH state. Verifications required by each state to the individual entity – medical school, hospital for training, current state licenses, medical exam scores, references, hospital affiliations, malpractice insurers, NPDB self-query, etc. Copyright © 2007 www.addvalinc.com All rights reserved

Overall Process (Cont’d) State Board licensing staff review the verifications received and match them to the information on the physician’s application. ANY inconsistency MUST be addressed by the applicant. For example, if the physician states graduation from medical school on 5/30/75 and the medical school reports 5/29/75 – this is considered a discrepancy Copyright © 2007 www.addvalinc.com All rights reserved

The state licensing staff identify any verification not yet received – each entity must be contacted separately to have verification sent to the state board. The state licensing staff MUST receive the verifications directly from the entity. For example, the physician can not submit copies of transcripts from the medical school. The medical school must submit the transcripts directly to each Board. Copyright © 2007 www.addvalinc.com All rights reserved Overall Process (Cont’d)

Federation Credentials Verification Service (FCVS) Some State Boards are using FCVS to obtain primary source verification of medical education, postgraduate training, examination history, board action history, board certification and identity. This repository of information allows a physician to establish a confidential, lifetime professional portfolio. State specific additional forms and verifications are required by states using FCVS. 12 Additional Information Time frame for approval varies from six (6) weeks to six (6) months Delays lengthened if the physician has difficulty obtaining copies of “older” documents Process is VERY structured by each state. For example: File updates may only be done monthly NO matter the applicant’s urgency Copyright © 2007 www.addvalinc.com All rights reserved
