1 INTEGRATED COASTAL ZONE MANAGEMENT IN THE MEDITERRANEAN

2 MAIN ICZM Protocol MILESTONES Extensive MAP work on ICAM and ICZM through PAP/RAC Amendments to the Barcelona Convention in 1995 extending its field of of application to coastal zones 12 th Ordinary Meeting of the CPs (Monaco, November 2001) Feasibility Study 2002-2003 carried out and lead by PAP/RAC ( three possible options) 13 th Ordinary Meeting of the CPs (November 2003) Decision was taken to prepare a draft text of the ICZM Protocol Broad consultation process started immediately after the 13 th meeting of the CPs ICAM Forum of Regional Stakeholders held in Cagliari 2004; A group of eminent legal and technical experts was established by PAP/RAC, led by Prof. Michel Prieur A Consultative regional workshop in Oristano; Sardignia in 2005 to consider the Draft text of the Protocol before its submission to the MAP focal points

3 MAIN ICZM Protocol MILESTONES II 14 th Ordinary Meeting of the CPs, Slovenia (Nov 2005) WG with a precise mandate to develop the draft Protocol on ICZM established; 5 Meetings of the WG took place in Split, Croatia and Lutraki, Greece during 2006-2007 Full consensus achieved on the text by almost all CPs Clear guidance from the 14 th meeting of the CPs in view of having a successful negotiation of the ICZM Protocol 15 th meeting of the CPs held in Almeria, January 2008 approved the Protocol and recommended to the Conference of Plenipotentiaries held in Madrid on 20- 21 January 2008 to adopt the Protocol 15 CPs signed the Final Act while 14 CPs signed the Protocol

4 Main focus of the negotiation process: 1) While building on past experience the emphasis should be put on how to better achieve the implementability of the Protocol 2) Need for enough flexibility due to the variety of coastal zone along the whole Mediterranean and specific situations of CPs 3) The final text should be clear, operational and implementable 4) Linkage elements throughout the whole text a) application of the Ecosystem approach b) The integration of sectorial policies c) Appropriate governance 5) The Protocol should demonstrate an added value compared to other legal instruments of MAP 6) Consensual Protocol

6 ADDED VALUE OF ICZM PROTOCOL a)Substantially complete and further develop Article 4. 3. e of the Barcelona Convention on ICZM b) Article 12 on Public Participation c) New principles related to ICZM are added d) Important objectives of MAP on ICZM became Protocol objectives ( but further developed and more advanced) e) Governancee fully addressed The draft text provides for the use of ( inter alia): a) Ecosystem approach b) SEA for policies, plans and programmes c)Use of economic instruments c) Inter-sectorial coordination and appropriate governance d) Outcome oriented reporting related to Protocol Implementation

7 ADDED VALUE of ICZM PROTOCOL Finally: The text of the ICZM protocol is a)innovative b)forward looking and proactive c)comprehensive d)Integrated e)Ambitious but realistic and implementable f)Synergy and cooperation
