3 GPSim Description Realistic, interactive Web-based, SME facilitated environment to train Acquisition Program Management Office (PMO) teams of 6-10 players Robust model of complex acquisition issues – forces PMO teams to apply critical thinking skills in order to solve realistic challenges such as cost, schedule and performance issues – PMO must internally collaborate as well as coordinate decisions with the contractor and Government leadership to solve time constrained issues Leverages the staff’s 8 previous Acquisition studies, and Program Management course – GPSim can simulate any acquisition program at any point in time to align training to objectives – Game play can be tailored to match the PMO team skill level and issue complexity on the fly by the facilitators emphasizing: Critical thinking process and teamwork to address challenges Value of communications – both Internal and External Importance of documentation - capturing processes, assumptions, and justifications as they happen in real time Impact of Stakeholder Influence, Situational Awareness and Time Value of Decisions 3 GPSim is a very powerful team training tool

9 Additional Uses Demonstration models complex financial concepts associated with Government acquisition for use as a training tool for PMOs – In original form could be also be used to: Educate Government decision makers on how the Government or Contractor PMOs operate Educate Contractors on how the Government PMOs operate – With minor modifications could be tailored to provide training to: Any DoD Service (USAF, USN, USA) Other Government entities (DHS, USCG, DoE, HHS, FAA, etc.) – With more extensive modifications can be used as a: Predictive tool for PMOs (input real data and validate results) Portfolio management tool (substitute portfolios for cost centers) Contractor PMO training tool (tailor interfaces to replicate contractor vs. Gov’t processes) – Tools incorporated into GPSim can provided separately as standalone utilities 9

10 Summary 10 Designed as an interactive training tool – a realistic game for the Acquisition community – teams can “compete” to find best solutions Can be tailored to any point in the acquisition timeline and to any level of PMO capabilities – SME facilitation ensures customer training objectives are attained Leverages multiple Acquisition studies – extremely relevant to DoD (and other Gov’t Agencies”) acquisition issues faced today Models complex financial concepts – provides insight into the effect of both external and internal factors on decisions Core capability of the simulation provides a solid foundation for developing additional scenarios and uses Demonstration available today

16 Acquisition Program Studies Referenced MDAP Lessons Learned – Study interviewed over 100 DoD Acquisition Professionals to identify the lessons that were learned over and over. Acquisition Program Reviews and Assessments Study – researched and analyzed the reviews and assessments conducted over the life of a development program to identify gaps and overlaps in an effort to eliminate inefficiencies. Tail-Up Study – researched and analyzed the causes for increases in production costs experienced at the end of programs. The role of program contract and incentive structure in cost increases experienced by current programs. Indirect Costs Study - researched and analyzed data from 17 contractors to determine the impact of indirect costs on overall program costs and improve government management of the cost. Should Cost – researched, analyzed and created a training workshop to address means to conduct estimates in a standardized way to identify potential cost savings. Program Integration – created a two day workshop to train program management teams how to implement Program Integration/Control to better manage their programs. Program Management for Non-Program Managers – constructed a curriculum to educate a program management team to act as a team. Included courseware on the PPBE process, project management principles, and interactive exercises to foster team work. WAGsolutions, LLC16
