1 Title IA Online Coordinator Training NCLB Transferability 2005-2006

2 Title VIA authorizes –Districts to transfer funds –Between certain NCLB Title Programs

3 Transferability Districts may transfer up to 50% from: –Title IIA –Title IID –Title IVA –Title VA

4 Transferability Districts may transfer up to 50% to: –Title IA –Title IIA –Title III –Title IVA –Title VA

5 NCLB Transfer Restrictions –Districts may not transfer from: –Title I, Title III –Districts may transfer up to 50% –Districts in Improvement may transfer up to 30% Into Improvement Activities

6 Title IA Improvement Status May transfer up to 30% and only into: Improvement grant(s) Improvement Activities Restrictions apply immediately

7 Corrective Action Districts in Corrective Action May not Transfer

8 Transfer Process District Must: –Notify ODE –Document transfers for audit No limit on number of times districts may transfer funding

9 Preparing to transfer District must: Determine which programs to –transfer funds out of –transfer funds into Determine amount of transfer –subject to the 50% or 30% limitation

10 Preparing for transfer District must: Consult with private school (s) Establish date transfer takes effect

11 Preparing for Transfer Change program descriptions –Continuous Improvement Plan –Budget narrative –Spending Workbook

12 ODE Notification 30 days before effective date –Notify ODE of the transfer 30 days after the transfer –Submit to ODE revised CIP, budget narrative, spending workbook

13 Notification District must notify ODE : if intention to transfer changes 30-day notification period begins if District Changes mounts to be transferred Changes Programs Changes transfer date

14 Example of Transfer Title IIA = $300,000 50% transfer limitation……. x.5 Maximum transfer…………. 150,000 Title IID= $250,000 50% transfer limitation……. x.5 Maximum transfer………… 125,000

15 Transferred funds Transferred funds: – Become funds of the Title transferred into –Subject to all requirements of Title transferred into

16 Set Asides Transferring to Title I, Part A Transportation and supplemental services (if applicable) Professional development for LEAs identified for improvement- at least 10%

17 Set Asides Transferring to Title I, Part A: Parent Involvement Professional development -least 5% Carryover limitation - 15% 125% rule - per-pupil school minimum (with exceptions).

18 Set Asides Title II D Professional development - 25 % Title IVA 2% cap on administrative funds Carryover limitation 25% Security cap

19 EXAMPLE Title IA = $200,000 Title VA = $100,000 Transfer $50,000 from Title VA to Title IA Title IA=$250,000 subject to: All Title IA requirements

20 Private Schools Before transfer: –consult with private school officials Provide services based on: –Program rules and regulations –total amount of funds available including transferred funds

21 Multiple Transfers May transfer multiple times 50% applies to amounts transferred into Title

22 Example of Transfer Title IID $10,000 Transfer from VA +$5,000 Total Title IID $15,000 May transfer up to 50% of total into another Title program $15,000 50% transfer limitation….5 May transfer $7,500

23 Carryover Title IID allocation = $100,000 May transfer 50% chooses to transfer less Transfers - $40,000 Available for future transfer $10,000 Remaining for program activities $60,000

24 Carryover Available $60,000 Expends -$30,000 Carry over $30,000 Next Year: Of the $30,000 Carryover $10,000 available for transfer
