2 2 DoN Logistics Career Community Board Provide strategic direction for DoN Logisticians Education and Training Career Management Co-Chaired by USMC ADC I&L and NAVSUP Executive Director Members include HQMC I&L, SYSCOM(s), DAU, N4, and DACM logistics stakeholders Implements DOD initiatives that affect Navy/Marine Corps logistics community Shares best practices among the community N11 Logistics Community Manager serves both Navy and USMC USMCNavyPartnership

3 3 Human Capital Strategy … Development Methodology 1.Know where you are  Current data, beliefs, assumptions 2.Project future  Desired end state, HC implications 3.Find value  Where is it? 4.Close gaps  Define shortfalls and required changes 5.Design the fixes  To shape workforce and align organization 6.Implement with accountability  Metrics-based implementation management

4 4 DoN Approach Established 4 teams to develop centralized approach to NSPS “Readiness” & HCSP –Team 1: Planning for NSPS –Team 2: Demographics “Step 1: Know Where You Are” –Team 3: Future Needs/Trends “Step 2: Project Future” “Step 3: Close Gaps” –Team 4: Process Implementation focus “Step 6: Implement with Accountability”

5 5 Team 1 NSPS Navy Lead: Mr. John Goodhart (NAVSEA) Purpose: Prepare the Log Community for near-term NSPS roll-out –Review the existing 25 logistics related job series to recommend combining as appropriate –Once we have the NSPS Structure, develop: Career Progression & Competency Templates Generic Position Descriptions…eventually leading to Position Requirements Descriptions (PRD) –Standardize approach with other disciplines Pay Bands –Define competencies at upper and lower limits…Journeyman through Expert level Plan to Tie In Maintenance/Industrial Disciplines

6 6 Team 1 NSPS – Proposed “New” Series 1.Life Cycle Logistics (Degree Required) Encompasses Acquisition Logistics & Sustainment 2.Technical Management Support Encompasses Engineering Support, e.g. R & M Analysis 3.Supply Chain Manager Encompasses Warehouse Management, Inventory Management, etc. 4.Operational Logistics Encompasses Transportation, Cargo Scheduling, Dispatching, etc. 5. Air Traffic Controllers Unique skill set requiring a separate job series Logistics Career Field Leaders will coordinate this with other services & OSD

7 7 Team 2 Demographics Navy Lead: Mr. Duane Embree (NAVSEA Warfare Center) Purpose: Identify current workforce and trends –Support other three teams by supplying requested demographic information –Recommend other job series that should be included in the Logistics Community –Analyze impact of military/civilian conversion Focus on TODAY…and what we will need TOMORROW

8 8 Team 3 Future Needs/Trends Assessment Marine Corps Lead: Ms. Susan Kinney (I&L) Purpose: Define the Logistician of 2015 –Identify future competency requirements based on future war fighting capabilities and trends such as: National Military Strategy Naval Sea Power 21 Sea Basing ERP/GCSS-MC Performance Based Logistics ETC... Focus on TOMORROW

9 9 Team 4 Process Implementation Navy Lead: Mr. Patrick McLaughlin (NAVAIR) Purpose – Develop a process to ensure successful implementation –Project costs/plan for implementation –Determine communication strategy for the Logistics Community Focus on HOW we get to TOMORROW
