4 Reverse the loss of forest cover Enhance forest-based economic, social and environmental benefits Increase the area of protected forests and other areas of sustainably managed forests Reverse the decline of ODA for SFM and mobilize new and additional resources for the implementation of SFM Global Objectives on Forests

5 The instrument is voluntary and non-legally binding Each State is responsible for the sustainable management of its forests and for the enforcement of its forest-related laws Major groups, local communities, forest owners and other relevant stakeholders should be involved in a transparent and participatory way Achieving SFM depends on significantly increased, new and additional financial resources and on good governance International cooperation is crucial PRINCIPLES

6 Project objective Overall Goal: Support Liberia, Nicaragua and Philippines, on a demonstration basis, to move forward in the implementation of the non- legally binding instrument on forests  Strengthen capacity of stakeholders to implement policy measures agreed to in the NLBI through national forest programmes

7 The project in brief... Assist forestry stakeholders in Philippines (and Liberia/Nicaragua) to:  identify where each country stands with respect to the national policy measures agreed in the NLBI  jointly identify strengths, weaknesses and gaps  determine priority actions to move forward and needs for assistance  start implementing priority actions  identify further sources of support

Develop and pilot methodologies for NLBI implementation:  Assess country situation vis-à-vis the policy measures of the NLBI ─ involving all relevant stakeholders ─ considering all important ongoing forestry initiatives  Monitor NLBI implementation  Share lessons learned with other countries

9 Expected outcomes 1.Increased awareness of the NLBI by relevant government institutions and NGOs  purpose  global objectives  national policies and measures expected of countries 2.National policies and measures assessed relative to the NLBI  major gaps identified (national inventory of ongoing work)  national goals vis-à-vis NLBI objectives determined  priority policies and measures identified  means of support and coordination identified and clarified

10 Expected outcomes 3.Capacity of relevant institutions to implement the policies and measures of the NLBI strengthened and implementation initiated in coordination with other ongoing processes  Institutional capacity assessment conducted vis-à-vis priority measures  Required capacity building undertaken  Priority measures initiated, including training of stakeholders in synergy with other initiatives (e.g., REDD+, FLEGT) 4.Progress in implementing NLBI monitored and lessons shared  Monitoring established and integrated into existing systems  Lessons learned documented and disseminated through workshops, project reports, presentations at international meetings, UNFF sessions, etc.
