Bicycle transport developments 2007-12 How to become a bicycle friendly settlement? György Kukely PhD. business director Terra Studio Ltd. 24. 04. 2013.

CONTENT – Subject of evaluation – types of projects – Outputs – How to become a bike-friendly settlement? – Which cycle facilities are not bike-friendly? – Suggested interventions in bicycle development policy: Integrated approach Intermodality Raising awareness Monitoring Co-operation Maintenance

SUBJECT OF EVALUATION 447 projects from all Regional Development Programs – „Development of the local roads” – „Development of cycle network” – „ Town development/rehabilitation ” 156 environmental projects 67 transport development projects – „Regional accessibility” – „ Development of cycle network ” 15 ETE projects 16 social development projects 75 projects financed by budgetary funds

OUTPUTS OF PROJECTS Σ 774 projects - 1.670,5 km path/track– 50,8 billion Ft/178 m € 193,6 km plans of cycle paths 394 settlements (12%) 24.496 bike stands 642 bikes for rent 69 bike services 123 bike to work campaigns > Total cost of projects of all settlements Legend Million Ft Settlement without project region small-region > <

Good practices (experiences of field assessments) Suitable cycle infrastructure (quantity and quality) Safe storage facilities Lot of people cycling to work CHARACTERTISTICS OF BIKE-FRIENDLY SETTLEMENTS

Good practices (experiences of field assessments) Cycle paths for leisure time cycling The management of the settlement is committed to cycle developments Well-established developments (Network plan) CHARACTERTISTICS OF BIKE FRIENDLY SETTLEMENTS

BIKEFRIENDLY SETTLEMENT ADVENCED LEVEL Further conditions – rarely experienced: Settlements should be less car-oriented Cars shouldn’t „be protected” against cyclists Reintegration of pedestrians, cyclists on the same transport surface level as cars Settlement obstacles should be abolished for cyclists (junction without crossings, bridges, overpasses etc) More active social awareness raising, education, campaigns Slow progression to the fulfilment of „ADVANCED” conditions of cycle friendly settlement!

NOT BIKEFRIENDLY CHARACTERISTICS Typical problems One-sided facilities Lots of cycle lanes on pavements Not appropriate behaviour of both cyclists and pedestrians Missing connections Settlement structure obstacles in bike paths (bridges, overpasses, crossings)

NOT BIKEFRIENDLY CHARACTERISTICS Typical problems Insufficient and unsafe capacity of bike stands Missing traffic signs, information boards Lack of maintenance Suggestions: Decrease car traffic – a political decision is needed Reduce car lane space to ensure space for bike lanes! Create good examples – there are no sufficient good examples yet!

INTEGRATED APPROACH Integrated approach doesn’t work enough 592 town development projects  104 have cycle elements 511 road development projects  31 have cycle elements Suggestions: If we have an investment  take into consideration all transporter Integrated approach  appear in project ideas and tender documents Potential cycle element  draw attention to it

Everyday transport mode Bike stands at train and bus stations Not bike-friendly stations Not closed, unsafe bike stands Good practices for railway crossings on the same surface level Problems of railway over and underpasses Carrying bikes on public transport is not ensured INTERMODALITY, MODAL-SPLIT Suggestions: Public transport and cycling mutually increase the attractiveness of both The goal: change from the car to an alternative transport mode Development of modal-split

AWARENESS RAISING Efficiency of awareness raising is not suitable Lot of good initiatives Local effects Lack of overall co-ordination Suggestions: Increase its role in developments Emphasis on the education Guide for the applicants

IMPORTANCE OF MONITORING Using indicators  slow learning process Bicycle transport database  incomplete Project database  separate costs for bicycle transport elements Suggestions: Ensure the resources for data collection and processing Continuous data interchange Increase the significance of cycle developments in development policy

MAINTENANCE 1.476,9 km mainly new facilities Who is the maintainer of these facilities? Municipalities maintain them. Suggestions: Changing of approach in development policy Ensure money for the maintenance of bicycle infrastructure Intermediate Body– more emphasis on annual control Kőbánya Fehér útNagybajom 61-es főútBékés-Mezőberény

INSTITUTIONS’ CO-OPERATION Some people’s personal commitment Activity of NGO’s Strengthening professionalism Utility of UME Communication between the different actors Avoid conflicts in the planning process Weak cooperation between municipalities National roads: municipalities  Hungarian Transport Administration (KKK) és Route Authorisation (MK Zrt.) Suggestions: Determine the frames, legal background of the different types of cooperations Good practices for cooperation should be made! Professional coordination is needed!
