5 Arctic seas technical accessibility Source: K. Pivovarov and A. Zolotukhin, August 2015 Multi-criteria approach:  Weather conditions  Ice conditions  Icebergs  Duration of ice-free period  Sea depth  Gas hydrates  Proximity to shore  Remoteness from the supply bases  Flora & Fauna  Potential environmental impact due to oil spill 5

11 Challenges associated with the arctic shelves development 11

12 Examples of design and development concept solutions Source: V. Popov, 2015 A group of Russian engineers and ship- builders proposed a new type of the platform concept for the near-coastal offshore Arctic zone along the Northern Sea Route (NSR) with the sea depth up to 25-40 m. They suggested that platform’s sub- structure consisting of cylindrical jackets with diameter 10-12 meters, armored by reinforcing ribs, is fabricated from a cold- resistant steel. Such cylindrical jackets can be linked together to form a factory- assembled triple-hulled modularized structure. Their mounting can be done at the shipyard assembly site in the vertical or horizontal axis-setting, as illustrated in Figure. Example 4. A new type of the platform concept 12

13 Examples of design and development concept solutions Effective construction of these and other platforms could be organized through a so-called “distributed shipyard”, established in a form of public- private partnership. Establishment and effective management of a “distributed shipyard” in the North on a long-term basis will require sound and sustainable capital investments. It is expected that such initiative can be proposed by the Russian companies as well as by foreign investors. There is a number of companies in Arkhangelsk region engaged in construction engineering sector and qualified for working in the Arctic region are ready to establish joint ventures with Korean firms for manufacturing equipment and assembling work on the oil and gas platforms. Korean firms can also participate as company promoters of a new “distributed shipyard” or investors in arctic projects. 13
