17 STD/PASS/TAGS – Trade and Globalisation Statistics 17 Questions for discussion Delegates are invited to comment: Chapter 3 and EBOPS: on the general approach for revising EBOPS set out in Section 4 for any new proposed EBOPS and memorandum items, on whether they agree or express a preference for placing them in the main classification, or memorandum items, or only in descriptions. to propose any other service items that they think should be considered for inclusion in the new EBOPS either in the main classification or as memorandum items

18 STD/PASS/TAGS – Trade and Globalisation Statistics 18 Questions for Discussion 2 Chapter 4 and FATS: (A full draft text is set out in Section 5) The general approach in this chapter has been to keep close consistency with OECD HEGI and draft BD4 chapter 8, while keeping the special interest text on services, and acknowledging certain issues raised in Eurostat Recommendations Manual: Q. Do you agree with this approach? Have you any suggestion to improve it? Comments are invited on the title of the chapter 4 Do you agree to keep the acronym FATS ?

19 STD/PASS/TAGS – Trade and Globalisation Statistics 19 Questions for discussion 3 Do you agree with maintaining “majority ownership” of foreign affiliates as the first priority for determining FATS coverage? Attention is drawn to Paragraph 27 and comments are invited on the proposed text and the issue of international aggregation of outward FATS. Do you agree with the inclusion of purchases of goods and services in the Other variables on the grounds of potential interest for GATS? What to do about ISIC Categories for Foreign Affiliates (ICFA)? What other information or guidance should be included in Chapter 4? Any other comments are invited?
