Future European issues on off-shore wind power deployment Steffen Nielsen Head of Section Danish Energy Authority Ministry of Transport and Energy European Policy Seminar on Off-shore Wind Power Copenhagen Strategy Follow up on the Egmond Declaration Egmond Declaration

European Policy Seminar on Off- shore Wind Power 27th October 2005 in Copenhagen  The purpose is to identify obstacles to the development of offshore wind with the focus on the possibilities for solutions, approaches and structural co-operation between parties:  Market Development  Grid access, infrastructure and system integration  Environment

Stakeholders  EU Commission  Member States  Energy and environment authorities  Wind Power Sector  Transmission System Operators  R&D institutions  Financiers  NGO´s http://www.ens.dk/graphics/Publikationer /Havvindmoeller/BILAG_TIL_PM_TILTRY K_STRATEGI281005.pdf

Market Development Principle industry objective:  Establish initial market volume Copenhagen Strategy:  Cost-price reduction  Demonstration programmes and onshore prototype tests sites  Streamline procedures: One-stop shop approach  European Action Plan on offshore wind power deployment

Initiatives on Market Cost reduction (Industry) –Demand and supply, Critical mass, Good logistics, Larger turbines Technology Platform (Public-private-partnership) –Research funding (market - technology) –The aim of a Joint Technology Initiative –EWEA WindSec application

Grid access, infrastructure and system integration Main Industry objective:  Grid availability Copenhagen Strategy issues:  Long term grid planning to enable offshore wind energy on a large scale  Grid connections or reinforcements: issuing of permits and timely involvement of TSO’s and authorities  Short gate closure times to allow trades close to real time  Guarantee the transmission and distribution of RE electricity  System integration analyses from a European perspective

Initiatives on Grid EWIS EWEA –Report on Large Scale Integration –Special Topic Conference 7-8 November 2006

Environment Principal Industry objective:  More efficient procedures Main issues in the Copenhagen Strategy:  Improve the evaluation and assessment process for the impacts of offshore wind power on the marine environment  Establishment and use of marine spatial planning instruments  EIA data:  Improved transparency  Sharing of information between governments and industry  Cumulative impact assessment tool

Initiatives on Environment AD Hoc Group –Interpretation of directives and conventions –Guideline document on marine spatial planning Final results from the Danish Environmental Programme in late 2006 COD 2 –Application incl. cumulative impact assessment tool study

COD 1  Substantial negative environmental impact so far has not been demonstrated  Further development of off-shore wind power in practice will increase the body of knowledge on nature and environment and consequently also on the possibilities for mitigating measures

Preliminary conclusion from the Danish Monitoring Programme on Offshore Wind Seals behaviour seam not to be affected Harbour porpoises return to the sites Migrating birds seam to avoid collision Habituation of staging and wintering birds? Significant artificial wreck effect observed No electromagnetic field effect observed Tendency of public acceptance

Follow up Steering Committee will review achievements made during 2006 Germany plan to host a follow up meeting at the beginning of 2007

Thank you for your attention!
