2. 2 Reminder Full and open exchange means that data, metadata and products are made available with minimal time delay and with as few restrictions as possible, on a non-discriminatory basis, at no more than the cost of reproduction and distribution; GEOSS Data-CORE = documented datasets, full and open exchange AND unrestricted access (attribution is not a restriction) GEOSS Non-Commercial = full and open exchange BUT access and use restricted to non-commercial purposes GEOSS Other: all other categories including access fees greater than reproduction and distribution

3. 3 What would a GEOSS User want to do? Go to a single portal Search for data (or service) relating to a specific theme, or SBA, and belonging to the GEOSS Data CORE, If nothing is available in the CORE, check also in the other GEOSS Data categories Assess whether the resource(s) returned from the query are relevant to the task to be carried out (this may require some translation into human readable form and native languages) Access the resource and use.

4. 4 What is needed by data producers and projects Decision on which data resources you are going to commit to the GEOSS Data CORE Instructions on how to verify if the data you have identified indeed falls in the CORE, or in other category Mechanism to document the data set, and include GEOSS Data category, as well as details of any relevant condition, restriction, or instruction to access and use A mechanism to upload the metadata so that it is accessible and searchable in the GCI Service to download the data or address relevant conditions and restrictions.

5. 5 Verify which data category Several pieces of information are required from each provider to implement the Data Sharing Action Plan. The items shown in red in the slides that follow would go in the metadata indicating the designated conditions of access and use. If resources belong to a collection or dataset series, it may be enough in the first place to document the collection or series What follows is a set of questions being finalised to help producers decide in which category they should commit their resources for GEOSS. Instructions will be finalised in coming weeks and then tested in AIP-4

6. 6 The Flow 1. Is user registration or login required to access the resource? If YES, add “Registration Required to Access” and go to question 2. If NO, then proceed to question 2. 2. Is attribution to the provider of the resource required? If YES, add “Attribution Required” and go to question 3. If NO, go to question 3. 3. Does the provider always offer the resource free of charge? If YES, add “No Monetary Charge” and go to question 6. If NO, proceed to question 4. 4. Is the charge for access or use of the resource greater than the cost of reproduction and distribution to the user? If YES, add “Monetary Charge” and go to question 5. If NO, add “Monetary Charge for Reproduction & Distribution” and go to question 5.

Do you agree that the cost of fulfilling a machine-to-machine service request, such as for accessing this data or resource for an automated web mapping service, is zero and thus requires no monetary exchange? If YES, add “Access for Machine-To-Machine Services at No Monetary Charge” and go to question 6. If NO, go to question 6. 6. Does the provider require the resource to be used for non-commercial purposes only? If YES, add “Non-commercial Use Only” and go to question 7. If No, go to question 8. 7. Is every non-commercial use allowed at no monetary charge? If YES, add “No Monetary Charge” and go to question 8. If No, go to question 8. 8. Are there any additional restrictions or conditions on the resource imposed by the provider regarding its access, use, or re-use by others? If YES, add “Other or Additional Restrictions Apply” and go to 9. If NO, proceed to 9.

Contributor receives code to place in their metadata so indicating for this data.

13. 13 Otherwise? In the EuroGEOSS project we have created a broker able to search across multi-disciplinary data holdings and catalogues that use a wide range of standards and practices For each of these we have proposed the relevant field in which to add the Data Sharing label

14. 14 Testing We have started testing this in EuroGEOSS and more testing will take place in the framework of the AIP-4 pilots These fields must also be searchable in the catalogues in which the metadata is stored so that the relevant records are retrieved

20. 20 Conclusions The GEOSS Data CORE may become one of the more visible achievements of GEOSS For European public organisations and GEO Members the GEOSS Non-commercial category is also important to make visible their commitment to GEOSS whilst following national policies. The political agreement has been reached in Beijing last November, now we need to make it happen and monitor the implementation and use to assess the added value. We have started developing tools and guidelines but need to test them in a variety of settings to ensure we have a robust framework to build the CORE and support both producers and users. For these tasks GEO European projects have a key role to play!
