4 Introduction All Rwandans heavily depend on agriculture Vision 2020: Agriculture must contribute between 5.3% to 6% to an annual 8% for the next 15 years Necessity to create a coherent policy framework for: PRSP implementation: Resource allocation, Accountability, Monitoring Evaluation Mobilization of all stakeholders for maximum impact Presidential Electoral Platform

7 Strategic Axes Traditional Strategic Approach: Transformation and Modernization of Agriculture Four New Axes: Commodity-based interventions (Filieres) Competitiveness Entrepreneurship in agriculture Youth, Gender, Environment and HIV-AIDS

8 Priorities 1 st Category: Export Commodities: Coffee, Tea, Horticulture, Hides and Skins, Honey, … 2 nd Category: Products of Mass-Consumption: Rice, Maize, Milk and Dairies, Meat, Beans, Irish Potatoes, Animals for transport (Mules, Oxes, … ) 3 rd Category New Commodities with Market Potential: Vanilla, Geraniums, Macademia, Patchouli, etc …

9 National to Local Priorities Choice of a few priority crops with a decreasing number of priorities as we go from national to sectoral-level; Umurenge as basic production center with only one priority commodity; Agriculture Regional Mapping: Suitability of crops Adaptability of crops

11 Guiding Principles Considered strategies will have to: Reverse Soils and Water deperdition for sustainability; Help population attain Food security (nutritional requirements) and address vulnerability management issues; Generate incomes to monetize rural economy and allow farmers to access markets.

12 Challenges of the Process How to simultaneously: Meet Political goals and ambition for economic growth through agriculture while Taking into account population’s demand expressed through the Community Development Plans?

13 What Strategies will help the farmers make the transition from subsistence to a modern, integrated, market-oriented agriculture?
