3 TC57 : Power system information management & associated information exchange To prepare international standards for power systems control equipment and systems including EMS, SCADA, DA, teleprotection, and associated information exchange for real-time and non-real- time information, used in the planning, operation and maintenance of power systems. Power systems management comprises control within control centres, substations and individual pieces of primary equipment including telecontrol and interfaces to equipment, systems and databases, which may be outside the scope of TC 57. 3

6 Interoperability within TC57 in long term Vision Statement  “All new TC57 standards should use/extend the CIM as the common semantics for their configuration/engineering modeling, and 61850 for [SCADA oriented / IED / field / other] communications.  Other existing standards would likely take a mapping approach  Encourage a common data modeling approach across TC57 6

11 TC 57 & NIST  In the US, NIST is facilitating many Smart Grid efforts, which have had significant international involvement  TC57/WG19 had a Smart Grid Task Force, with a focus to coordinate TC57 efforts as related to the Smart Grid  Several TC57 convenors & members are strongly involved in NIST 11

14 TC57 & CENELEC European Commission published several « mandates » related to Smart Grid  Mandate 490 on smart grid, and other mandates on smart metering, energy efficiency, security... A CENELEC/ TC57 have just been created for promoting IEC TC57 standards and IEC smart grid strategy at European level; 14 CENELEC

15 SG 3 - Strategic Group on Smart Grid  SG 3 (Strategic Group) on Smart Grid, set up by the IEC SMB (Standardization Management Board), provides advice on fast-moving ideas and technologies likely to form the basis for new International Standards or IEC TCs (Technical Committees) in the area of Smart Grid technologies. IEC SMB  It has developed the framework and provides strategic guidance to all Technical Committees involved in Smart Grid work and has developed the Smart Grid Roadmap which covers standards for interoperability, transmission, distribution, metering, connecting consumers and cyber security.  The IEC through SG 3 is working in close collaboration with Smart Grid projects around the globe, including NIST (US National Institute of Standards and Technology). 16 TC57 & SMB/Strategic Group on Smart Grid  SG3 recommandations towards TC57  ex: com architecture, CIM – 61850 harmonization  NWIP on SG (57/1117/NP) as remaining responses to SG3 questions  Identification of use cases which involve systems connected to the smart grid.  Development of requirements for system interfaces and communication protocols in consideration of integration of a large number of massively distributed systems domain specific protocols for industrial, home and building automation state-of-the-art wireless and wired communication protocol stacks efficient installation, commissioning and maintenance 16 IEC/SMB/SG3

17 In short TC57, for smart power systems  The mission of TC57 is to published standards and technical specifications for smart power systems,  to enhance its management, to specify information exchange, for improving interoperability, decreasing costs in long term  TC57 has defined a powerful and consistent architecture for the long term  61850 and CIM  TC57 already published functional standards for communication exchanges in smart grid architecture  61850 and CIM main standards have to be used for standardization of new SG applications (communication, semantics)  Security for information exchange is provided by 61351 and other security technologies 17 Conclusion 1

18 In short TC57 // global smart grid architecture  SG is a source of strong motivation for TC57 members  TC57 actively maintains several liaisons  TC57 experts are already involved in organizations dealing with smart grid …  … but lack of expert resources remain the main threat  => this point has to be taken into account for avoiding disillusion when schedules are not met  … The length of time needed under traditional IEC procedures to update object models could limit their acceptance in the Smart Grid industry 18 Conclusion 2
