3 Strategy and Challenges 8 Geographical areas were targeted for incremental roll-out, commencing in November 2007 with an initial target completion date of September 2008. Delays in wheel bin deliveries resulted in a revised completion date of June 2009. We have adopted a “bespoke” provision of wheel bins that meet the Householder/Building requirements. Our greatest challenges have been recyclate contamination i.e. Plastics & Bin provision An intensive marketing & publicity campaign is/has been essential…………and it MUST continue. Once roll-out is complete, 105,000 properties will receive a full waste collection service, that will result in 233,000 receptacles being collected WEEKLY!

5 Consequences of not increasing recycling rates In Salford Waste Strategy for England 2007,imposed legislative targets on the Authority Household Waste Recycling Act 2003-Imposed a legal requirement for the authority to collect & recycle 2 or more “waste” products L.A.T.S.-(Landfill Allowance Taxation Scheme)-Financial penalties are imposed on a L.A. for the failure divert waste from landfill. Public Demand GMWDA & Viridor-Laing- Disposal partnership will provide Salford with the latest technology in Waste Disposal/Management for the next 25 years, which will contribute to our target of 50% recycling by 2020. New Waste Treatment facilities will provide additional jobs within Salford, & the Greater Manchester region.

6 Current Provision Citywide Introduction (105,000 properties) including House and Multi-Occupancy Properties Continue the Introduction 140 / 240 litre wheeled bin (brown) to 85,000 Households = co-mingled alternate weekly collection Continue the Introduction 140 / 240 litre wheeled bin (blue) to 85,000 households = pulpable alternate weekly collection Continue with the current “Roll-Out” Programme to Multi- Occupancy properties(@ 20,000 Households) Green waste fortnightly collection service to 46,000 Households

7 Current Provision Christmas Tree Recycling Approximately 3,000 trees collected Extended and Enhanced Bring Sites 40 High Rise Sites 60 Low Rise Sites 22 Mini-recycling Sites, e.g. Parks 66 Large Bring Sites, e.g. Community Halls 88 Schools Facilities 3 H.W.R.C.’s-( Household Waste Recycling Centres ) Clothing Recycling- 6 collections Per Annum Approx. 750 Tonnes Recycled/Re-used

8 Next Steps Green Waste Collection Service to be revised due to increasing demand High / Low Rise properties to receive full range recycling facilities A Waste Strategy for Salford to be developed that will ensure the Authority meets its legal & financial targets for forthcoming years,& that will incorporate the GMWDA disposal/waste treatment plans.

9 Expected Future Performance  Increased Participation & Opportunity from the NEW Recycling scheme  Increase Pulpable Tonnages to 13,500 or 13.50% (by 2010)  Increase Dry Recyclable Tonnages to 10,000 or 10% (by 2010)  Increase green waste recycling to 9,500 or 9.5%(by 2010) Internal and Statutory Targets  2009 / 2010=33% 2011 / 2012=43% 2014 / 2015 =45% 2019 / 2020= 50%  Public & Elected Member support is essential, to ensure that we meet the targets for the forthcoming years.
